'ECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the CAO report on the feasibility of purchasing a
"crusher" for the removal and storage of abandoned vehicles
in Contra Costa County.
BACKGROUND:
Due to the involvement of the Building Inspection Department
in the abatement of abandoned vehicles we now find ourselves
with an overabundance of stored vehicles. This is creating
a storage crisis.
One solution to this problem would be the purchase of a
crusher that can be 'hauled to the site and crush the
vehicles for easy compact storage.

JBJECT: SUPPLEMENTARY INFORMATION FOR JUSTIFICATION
IN PURCHASING CRUSHER FOR ABANDONED VEHICLES
3ECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REQUEST:
That the CAO work closely with the California Highway Patrol
and the Building Inspection Department to resolve the
immediate problem of storage of abandoned vehicles in Contra
Costa County.
That the CAO acknowledge receipt of the letter from Captain
Ron Oliver, indicating our interest in resolving the problem
of storage of abandoned vehicles .
That due to the seriousness of the problem, the CAO will
report back to the Board at the earliest possible date, as
to the feasibility of acquiring a crusher for the County.
BACKGROUND:
On May 14, 1987 , contracts with McHugh Auto Wrecking and
Pinole Rodeo Auto Wreckers were approved by the Board of
Supervisors, thus putting our PROGRAM FOR ABANDONED VEHICLES
into effect.
Attached is a letter from Capt. Ron Oliver, California
Highway Patrol, dated June 10 , 1987 , putting the County on
notice that their resources are limited and they have been
notified by McHugh' s Auto Wreckers that their yard is full
to capacity. Thus in just one month' s time we are, again,
in a crisis situation so far as the removal and storage of
abandoned vehicles in our County.
If this program is to succeed we must give it the resources
necessary to function effectively.

Dear Supervisor Fanden :
We have been notified by McHughs Auto Wreckers that their yard is
filled to capacity and that temporarily they will be unable to
provide towing service for abandoned vehicles .
There is no indication how long this condition will exist , but it
will severely restrict our ability to tow low value abandoned
vehicles .
We will continue to provide a certain level of service for these
types of vehicles but , our resources will be limited.
While we recognize this service is a critical issue to certain
segments of the public , we find ourselves in a situation with no
readily identifiable resolution.
Any cooperation you can give in this matter will be greatly
appreciated .
