HomeMy WebLinkAboutMINUTES - 06231987 - 1.96 PV1 ToBOARD OF SUPERVISORS ®��6 FROM: PHIL BATCHELOR Contra County Administrator Costa (yj DATE: June 11 , 1987 C0 '•1 SUBJECT: TRANSFER OF THE LAW AND JUSTICE SYSTEMS DEVELOPMENT PROJECT FROM THE �J AUDITOR-CONTROLLER'S OFFICE TO THE COUNTY ADMINISTRATOR'S OFFICE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve transfer of the Law and Justice Systems Development positions, staff, and appropriation from the Auditor-Controller's Office to the County Administrator' s Office and all related personnel and budget actions, effective July 1, 1987. FINANCIAL IMPACT: None. Approved appropriations will be transferred from one agency to another during the 1987/88 budget approval process. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Law and Justice Systems Development project began in 1975 with the aim of integrated automation of the justice system. Because the early systems developed for the Municipal Courts had significant accounting elements, staff was placed in the Auditor-Controller's Office. as the system has developed, the role of the unit has concentrated more on non-accounting functions, including Sheriff's booking, municipal and superior court calendaring, and District Attorney complaint generation and ad hoc reporting capabilities. Since the Law and Justice Systems Development project began, its work has been overseen by an advisory body of justice system department heads, court administrators, the Director of Data Processing, the Auditor-Controller, and a representative of city law enforcement. The County Administrator' s representative is designated as the chairman. For the last two years, the Director of Justice Svorte.ic ?rograms has served as the chairman of the Judicial Automation Advisory Committze (JA<,C) . During the current year, the membership has been expanded to include an elected city official and three additional city law enforcement representatives, in recognition of t'.1e i;.iportar.ce of involving the cities in the future integrated automation activities acid 'funding. The Law and Justice Systems Development Project would be traaserred from the Auditor's Office into the Justice Systems Programs unit in the County Administrator' s Office. The Project performs basically a planning function. It .relates directly to the justice system planning work performed by the Justice System Programs staff of the County Admini- strator's Office. This transfer is especially critical now, as the CAL-ID program becomes operational. Various cooperative automated efforts with the cities are needed in the near future to tie the cities and the county together into an integrated criminal history and identification network to make CAL-ID work the way it is intended. The Auditor-Controller will continue to serve an important role in the project and will continue his membership on the JAAC Committee.
