SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve and authorize the Chairwoman of the Board of Supervisors to execute on behalf of the County a service contract with Manpower, Inc. for the period June 1, 1987 through July 31, 1989 to provide County departments appropriate training in office automation through the use of Manpower' s Skillware training package. The cost to the County will vary depending upon the amount of service units utilized. The County is not obligated under the terms of this contract to any minimum number of service units. FINANCIAL IMPACT: If the recommended action is approved, it will result in departments being charged for the training provided to staff. The price per person depends on which training session is taken and the number of people being trained simultaneously. Costs will vary from $450 per three-day session for an individual to $192 per person when five people are trained simultaneously. Half-day classes would vary from $80 to $90 per person. These prices include discounts from 10% to 20%, which would apply depending on the County' s purchase of certain departmental hardware from IBM, with whom Manpower, Incorporated, has a marketing Assistance Program agreement. REASONS FOR RECOMMENDATION: The County proposes to contract with Manpower, Inc. , to provide training to County departments in the use of personal computer software plus training in the use of mainframe installed office automation software such as PROFS and DW370 . Data Processing Services does not currently have space or staff to provide all the office automation training required by County departments. To supplement the training offered by Data Processing Services, it is in the County' s best interest to contract with vendors for suitable classes at competitive prices. CONSEQUENCES OF NEGATIVE ACTION: If this contract is not approved, departments will have to obtain their own software training for both personal computers and office automation software on the mainframe at substantially higher prices.
