This class 'is exempt from overtime. Proposed Salary C5-2164 ($3953-4805) Contra Costa County June 1987 FIRE DISTRICT HAZARDOUS MATERIALS PROGRAM MANAGER DEFINITION: Under general direction, to plan, develop and administer the Hazardous Materials Program within the Contra Costa County Consolidated Fire District; to plan, develop and coordinate the implementation of the Contra Costa County Hazardous Materials Release Response Plans and Inventory Program for the various fire agencies in Contra Costa County; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This one-position class represents the fire service in Contra Costa County in working with the County Health Services Department to develop and implement the County's Hazardous Materials Release Response Plans and Inventory Program in accordance with applicable State and Federal laws and local ordinances. In addition, the class is responsible for developing and administering the Hazardous Materials Program and the Consolidated Out-Reach Education (CORE) Program in the Contra Costa County Consolidated Fire District. The Fire District Hazardous Materials Program Manager reports directly to the Contra Costa County Consolidated Fire Chief. TYPICAL TASKS: Provides fire service input to and works with the staff of the County Health Services Department in planning, developing and implementing the County's Hazardous Materials Release Response Plans and Inventory program; coordinates implementation of the Hazardous Materials Program within fire agencies in Contra Costa County; meets with business and community representatives to develop and implement hazardous materials programs; plans, develops and administers the Hazardous Materials Program within the Contra Costa County Consolidated Fire District, including program coordination with the Operations, Fire Prevention, Training and Administration Divisions; analyzes new or amended legislation to determine the effects on the Hazardous Materials Release Response Plans and Inventory Program, and makes and implements the necessary changes with the administering agency; develops training for both Health and Fire Inspectors responsible for conducting hazardous materials inspections and enforcing State and Federal laws and local ordinances; develops and administers the Consolidated Out-Reach Education (CORE) Program aimed at facilitating hazardous materials training and providing funding to develop new courses which will address unmet training needs in the fire service; coordinates with outside agencies to incorporate CORE courses in their training or educational programs; serves on committees and task farces; attends meetings and discusses concerns; conducts training; prepares written material ; prepares program budgets and coordinates with appropriate personnel to ensure proper administration; maintains records and prepares reports and correspondence; acts for the Fire Chief in the latter's absence on hazardous materials matters; performs related work as required. MINIMUM QUALIFICATIONS: License Required:. Valid California Motor Vehicle Operator's License. =_Education: Possession of a high school diploma, G.E.D. equivalency or a high school proficiency certificate. Experience: Five years of full-time or its equivalent experience in fire protection services, at least two years of which must have involved coordination of a hazardous materials response team, and one year of which must have involved planning for or dealing with the storage, use and handling of hazardous materials or wastes. KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of modern fire fighting principles, practices and equipment; good knowledge of hazardous materials and their effects on life and the environment; good knowledge of State, Federal and local hazardous materials laws, regulations and ordinances; working knowledge of technology, principles, methods, problems and investigative techniques relating to hazardous materials; knowledge of industrial manufacturing processes and materials which result in hazardous materials or hazardous waste; ability to plan, develop and coordinate the implementation of a Hazardous Materials Program for fire agencies in Contra Costa County; ability to plan, develop and administer the Hazardous Materials Program within the Contra Costa County Consolidated Fire District; ability to plan, organize and coordinate the work of others; ability to integrate enforcement of the Hazardous Materials Program with ongoing Fire Code enforcement; ability to understand, interpret and apply State, Federal and local hazardous materials laws, regulations and ordinances; ability to develop courses and conduct training; ability to effectively communicate plans and needs with other organizations and the public to gain their support and cooperation; ability to prepare clear written reports and procedures; ability to establish and maintain effective interpersonal relations; ability to maintain accurate records.
