CUSTODIAL SERVICES MANAGER
DEFINITION:
Under general direction, to plan, organize, direct and manage the
Custodial Services Division operations in providing custodial maintenance,
office furniture moving, and other services to County departments; to inspect
and evaluate the work of subordinate staff; to develop and maintain good
customer relationships; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This single position class is responsible for the overall custodial
maintenance of County buildings to include day and night operations. This
class is distinguished from Chief Assistant Custodial Services Manager in that
the latter has responsibility for the evening custodial services program while
the former has the overall responsibility for Custodial Services activities
including window washing, lamping/relamping of light fixtures, cleaning of
County buildings, furniture moving, and specialized cleaning such as carpet
maintenance program, and arranging for pest. control services within County
buildings.
TYPICAL TASKS:
Plans, organizes, directs, and manages all activities of the
Custodial Services Division; develops detailed work schedules for County
buildings and ensures that maintenance activities are performed within
budgetary constraints and staffing; handles personnel matters including
resolving grievances, developing and presenting training programs, monitoring
charges to customers; prepares specifications for work to be performed by
contractors and makes recommendations regarding the award of contracts;
provides work estimates to customers for requested maintenance; inspects the
cleaning of County buildings to ensure quality control ; ensures that employees
are properly trained to perform custodial maintenance work activities in a
safe and efficient manner; determines the types, maintains, and controls the
use of equipment, supplies and inventory for Custodial Services; assists in
the preparation of relocation schedules for County departments and contacts
moving contractors for bids; prepares, submits to Administration, and controls
the Custodial Services budget; analyzes the maintenance needs for the County
and makes recommendations for efficient and cost effective operations; lifts
and carries supplies and equipment which can weigh in excess of 50 pounds in
the course of providing training for and delivering supplies and equipment to
employees; analyzes and prepares reports based on custodial maintenance
activities; prepares and makes oral and written reports as needed; develops
policies and procedures for the Custodial Services Division and ensures that
staff are irr compliance with County and departmental policies and procedures;
and resolves Custodial Services maintenance problems for user department
customers.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator's
License.
Education: Possession of a high school diploma, G.E.D. equivalency
or a high school proficiency certificate.
Experience: Five years of full-time, or its equivalent, custodial
experience in a commercial, industrial or public agency, two years of which
must have been at an increasingly responsible supervisory level providing
supervision to subordinate personnel performing the full range of custodial
duties including using industrial vacuums, buffers and rug cleaning equipment
and using chemicals, compounds and other industrial cleaning products.
KNOWLEDGES, SKILLS AND ABILITIES:
Good knowledge of modern methods, materials and equipment used in
custodial work; good knowledge of the principles and practices of effective
supervision and personnel management; knowledge of custodial building
maintenance requirements, procedures, regulations, and laws, including those
pertaining to health and safety of employees and building occupants; knowledge
of timekeeping and proper charging to users; knowledge of inventory,
maintenance requirements and control of inventory; knowledge of budgeting and
cost control pertaining to building maintenance; ability to plan, organize,

CHIEF ASSISTANT CUSTODIAL SERVICES MANAGER
DEFINITION:
Under general direction, to plan, organize, supervise and manage the
Custodial Services Division's evening program to provide cleaning maintenance
of County buildings and facilities; to schedule, inspect and evaluate the work
of subordinate staff; to resolve customer service problems; and to do related
work as required.

BACKGROUND:
On April 30, 1987 the General Services Department submitted WHO
#14358 to ( 1 ) establish the classes of Chief Assistant Custodial
Services Manager at salary level CS-1616 ($2520-2778) , Assistant
Custodial Services Manager at salary level C5-1433 and
Senior Window Washer at salary level 123-1198 ($1660-1830) ; (2)
revise and retitle the class of Custodial Superintendent to
Custodial Services Manager ; (3) reclassify persons and positions of
Assistant Custodial Superintendent position to Chief
Assistant Custodial Services Manager andSupervising Custodian
position #66-206 to Assistant Custodiv tl Services ManageI ) cancel
Supervising Window Washer position 4166-149 and abandon the class;
(5) add l (4(D/40) Clerk-Beginning level ( typing ) position; and (6)
increase the hnurs of (2O/40) Clark -Beginning level , position
#66-257 to 32/40.
These actions are being requested in order to provide, the
organizational staffing necessary for efficient management of the
Custodial Services . As proposed , this request will result in a
slight savings to General Services.
FINDINGS :
Staff met with the incumbents of the Bob Steele
(Supervising Custodian) , Jerrold Re(:Iic (Assistant Custodia1
Superintendent ) , Wes Smith (Custodial Superinten6ent ) arid with Kathy
Brown, ASO to discuss duties and responsibilities currently
performed by subject positic-ns .

As outlined in the attached classification questionnaire, Bob Steele
has assumed total for W.indow Washing act�vities since
the Supervising Window Washer- `s retirement 7 months ago . This
includes developing work schedules for all window washing and
relamping ; maintaining inventory of all custodial service- supplies;
and safety training for the 4 window washers. This is in addition to
the other responsibilities as supervisor of the day custodial crew.
Other duties include the coordination of moving schedules both with
County cre-w members and with contract movers; the resolution of
custodial maintenance problems that may be a result of evening crew
deficiencies or needs during the day; and the estimaUon of budget
needs for labor, supplies and equipment " As manager nf the day
custodial operations, Steele is also expected to fill in for Wes
Sm� th in his absence.

The duties and responsibi ] ities assumed with the window washing

the point that Supervising Custodian is no longer an apprupriate
classification. Staff recommends that the class Assistant
Custodial Services Manager be established and allocated t the basic
salary schedule at level C~5 1433 ( 19;4'2314) and that R^ Steele be
reclassified to Assistant Custodial Survices Manager to reflect
these new duties and to recognize the overall responsibility for
daytime custodial services.
As confirmed in staff' s audit , J. Redic as Assistant Custodial
Superintendent , manages the evening program of the Custodial
Services Division, which is the largest functional area within
General Services (4 Supervising Custodians, 11 Lead Custodians and
47 Custodian I & II 's) . In addition to developing work schedules
for each of the buildings, giving assign ents to the Supervising
staff and evaluating work to ensure that service level meets
standards set by the department ° incumbent prepares agendas for
safety training ; develops administrative procedures for supply
control and distribution; prepares estimates on newly acquired
county buildings to determine budget costs and manpower needs;
monitors expenditures to stay within budget allocations; acts as
liaison for contractors performing services for the County ; and
resolves C.ustomer service problems and employee complaints .
Mr . Redic is clearly performing at a level above Assistant Custodial
Superintendent which is designed to classify indiv�duals responsible
for a group of county buildings in an asEzigned geographic area. For
thepast 2 1/2 years Redic has managed the entire evening program
andassumed responsibility for decisions that effect the whole
custodial services operation. Staff agrees that Redic should be
reclassified to rcflect his current and responsibilities and
recommends that the class of Chief Assistant Custodial Services
Manager be. established and allocated to the basic- salary schedule at
level C-3 1616 ($2520-2778) .
The revising and reLitling of Custodial Superintendent to CustoCIial
Services Manager is proposed to reflect the full range of servJces
for which position is responsible, including custodial maintenance,
office furniture moving , window washing , lamping and specialized
cleaning services. This �'iction will not include any adjustment in
salary. Staff has no objections to this specification revision.
The request to establish a class of Lead Wjndow Washer was for the
purpose of- providing direction to the crew from a working member ,
thus providing more efficient organizaton. Since the supervisory
responsibilities associated with window washing have been assumed by
the Assistant Custodial Services Manager , it is no longer necessary
to, have the additional management of Supervising

Window Washer . The department `s intention was to abolish the
` Supervisor class and replace it with a Lead In
research�ng prior classification actions it has come to our
attention that there is already a class of Lead Window Washer,
It dnes not appear , however , that there was ever anyone in the
classification, or if so , it was as far back as 1974" The salary
proposed by General Services for what they thought was a new
classifl.cation was at salary level C-3 1198 ($16LJ`1G30) . This is
approximately 2^ 7% lower than the salary curently shown in the
schedule. ( 1702-1876) . It is "he department `s contention that this
lower salary will represent a more consistent differential between
Supervising Custodian and the Lead Window Washer . ( 11 . 1% )
While the lower salary may represent a more consistent differential ,
it narrows the amount of money between the Window Washer
classification and the Lead position from 5� to 2.7% . This is more
of a concern than the difference between 2 classes not in a direct
supervisory relationship . If the Supervising Custodians, who have
no relationship to the Window Washers have a problem with. their
relationship to the Lead personnels then the issue will have to be
dealt with the Supervising Custodians. Staff therefore recommends
that the Lead Window Washer classification be revised to reflect
current duties of the Window Washers and that the salary be left
where it had criginally been established , ( $17�2^1876) Utilization
of the . Lead classification is justification for cancelling
SupervisinWindow Washer position #66....14411P and abolishing the
classification.
Included on this P-300 is a request to increase the hours of a
<20/40) Beginning --level clerkr position #66-257 to 32i40 hours .
This is currently a vacant position in Administration providing
clerical support to the Administrative Officers, the Deputy Director
of General Services� the Custodial Division, the Grounds Maintenance
Division and the Operating Engineers . Besides the vacant position
there is one other full time Senior Clerk in the Division. The other
request is to add 1 (40/40) Beginning ~level clerk ( typing ) position
to the Fleet Division. Since buth of these divis1ons are
understaffed in the Clerical area and given the fact that the
Account Clerks are being pulled from the Division intk::� Central
Administration, it is vital that the Divisions have 4A least one
position in the field office for telephone and general clerical
duties.
RECOMMENDATIONS:
Given the fact that each of these actions in thems�lves is a
positive step toward better and organizational staffing ,
and the fact that as a package thest� actions result in a savings to
General Services, staff recommends approval of the following
actions:
1 ) Establish the Mass of Chief Assistant Custodial Services
Manager at salary level C-3 1616 ( $2520-2778) and reclassify person
and position of Assistant Custodial Superintendent , position #66-231
to Chief Assistant Custodial Services Manaqer .
