SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AM JUSTIFICATION
Recommendation: Adopt a position in support of AB 145 by
Assemblywoman Speier which would permit several specified
counties, including Contra Costa County, to establish a County
Emergency Family Needs & Assistance Fund.
Background: Assemblywoman Speier has introduced AB 145 which
expresses the following legislative intent:
It is the intent of the Legislature in enacting
this part to permit certain counties to establish an
emergency fund to demonstrate the feasibility of public
private partnerships in accomplishing all of the
following purposes:
(a) To enable families, and elderly and disabled
persons, to maintain stability in their lives.
(b) To use funds judiciously and flexibly in the
interest of family reunifications.
(c) To help families and individuals avoid
dependence on public welfare systems in times of
personal financial crisis.
(d) To help families maintain permanency of
residence that is so critical to children in their
development.
(e) To bring together the resources and skills of
the private and public sectors to aid families and
children.
(f) To encourage multicounty cooperative efforts
to better serve the residents of those counties.
It is further the intent of the Legislature to
encourage the active cooperation and participation of
local governmental units and community organizations in
order to better serve the public and to provide a valid
demonstration of this concept.
AB 145 authorizes the following eight counties to establish a
County Emergency Family Needs and Assistance Fund to accomplish
the intent of the Legislature: Alameda, Contra Costa, Santa
Clara, San Mateo, San Francisco, Marin, Ventura, and Shasta.

AB 145 appropriates $1,460,000 to those project counties that
choose to participate based on the county' s proportionate
population out of the total population of all participating
counties.
A county which chooses to participate must either designate the
local Federal Emergency Management board (FEMA) to serve as the
advisory council for this program or appoint a seven-member
advisory council consisting of specified public and private
sector members. AB 145 specifies the duties and responsibilities
of the advisory council. The bill requires the county to
contract with a private non-profit community-based organization
to administer the emergency fund. The contracting agency must
obtain a private-sector match of at least 15% of the amount in
the fund. The bill also provides that funds be used to foster
and maintain family stability and to assist families and
individuals during times of financial crisis and help prevent
their dependence on public assistance programs. Each applicant
is eligible to receive only one grant from the emergency fund per
calendar year and other eligibility requirements are specified.
AB 145 provides an opportunity for a unique public-private
partnership designed to help keep individuals and families off
public assistance when all they need is a brief, one-time grant
to meet a particular need. In this regard AB 145 has the
potential to save public assistance costs and reduce dependency.
For these reasons and because Contra Costa is named as one of the
project counties it is recommended that the Board of Supervisors
support AB 145 .
