June 15 , 1987 C��"� ��7� �/ SUBJECT: Replacement Well at Byron Boys.' Ranch, Byron Budget No 4413-4706 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDATION: FIND that an emergency exists, AUTHORIZE the Director of General Services to proceed in the most expeditious manner, pursuant to Section 20134 of the Public Contract Code, to develop a new well at the Byron Boys ' Ranch, Byron, and DECLARE that the project, as an emergency, is not subject to the provisions of the California Environ- mental Quality Act. II . FINANCIAL IMPACT: Preliminary estimates of the cost of a new well are in the $40 ,000 to $60,000 range. It will be necessary to appropriate funds for the initial costs of the work. It may be possible to recover up to 75 percent of the cost through Proposition 52 funding. III . BACKGROUND/REASON FOR RECOMMENDATION In general, the only source of domestic water in the Byron area is from wells. Wells have been the source of water for the Boys' Ranch since the initial construction in about 1960 . Historically, the well water supply and the quality of water have been marginal from the initial time of construction, and there have been numerous problems with water quality. Presently wells are the only immediate, practical source of water for the inter- mediate to long term supply. The County Health Services is promoting an area (dis- trict) water supply system using water from Clifton Court Forebay; however, it is unlikely that that source will be available in the immediate future. The current situation is that the existing main well is not producing a sufficient supply of water for domestic uses and fire protection. It is believed that the existing well screens have become clogged with minerals or other particulates. The Department is exploring other methods to salvage the well such as surging or blasting. However, these methods may be destructive and cause total collapse. Therefore, it is necessary to have authority to proceed rapidly with a new well. IV. CONSEQUENCE OF NEGATIVE ACTION: If the remedial efforts on the well are not successful and no replacement is authorized, it will be necessary to truck in water at additional expense and inconvenience, and there will be a lack of sufficient water for fire protection. cc: General Services Department Building Maintenance Division Architectural Division County Administrator County Auditor-Controller Probation Department Health Services Department Attention: Jim Blake, Public Health Y
