HomeMy WebLinkAboutMINUTES - 06161987 - T.5 T s MINUTES JOINT MEETING OF CONTRA COSTA AND SOLANO COUNTY BOARD OF SUPERVISORS June 16, 1987 Martinez Yacht Club 12: 15 P.M. Bob Pendoley and Dr. Wendel Brunner reported on the feasibi-. lity of establishing a task force on hazardous waste facilities, and of the need for an ongoing coordinated effort in the handling and disposition of hazardous waste at the Vine Hill , Baker, and Panoche sites owned and operated by the IT Corporation. The Board members adopted a joint resolution agreeing to work toward the development of a coordinated hazardous waste plan in accordance with provisions set forth in the Tanner Bill . Gene Knapp and Barbara Neustadter reported on common transpor- tation issues that should be coordinated between Contra Costa County and Solano County. The major issue related to traffic congestion on the I-80 and I-680 corridors. Board members commented on various modes of transportation (carpools , vanpools , busing) ; transportation system management (TSM) ; funding for the construction of the second Martinez-Benicia bridge; bridge maintenance and possible replacement ; infrastructure financing; and the need for legislation to accomplish many of these needs . The Transportation Managers of both counties were instructed to formulate a joint resolution on transportation issues that need to be addressed including an outline of priorities that need to be considered to provide for a cooperative and coor- dinated solution for presentation at the next joint meeting. It was brought to the attention of the supervisors that work on the third phase of the Baldwin Ship Channel is scheduled to begin in the near future. Concerns were expressed relative to the impact the deepening and dredging of the channel would have on the Delta. There was also discussion on the potential of marina and recreational development, industrial development , and employment opportunities . It was recommended that staff of both counties meet Paul Hughey to discuss these issues . The County Administrators of the two counties were requested to prepare recommendations on the Baldwin Ship Channel from the perspective of industrial and recreational development , employment opportunities , and environmen- tal protections for the Delta for presentation at the next joint meeting. Mark Finucane reported on the possible inclusion of Solano County employees in the Contra Costa County Health Plan (HMO) . Don Benedetti reported on the health plans available to Solano County employees ; he noted that approximately 194 Solano County employees reside in Contra Costa County and that it might be advan- tageous to these employees to enroll in the Contra Costa County HMO during the open enrollment period . Mark Finucane advised that he would provide a statistical analysis on the demands for health care in both counties from data that is currently being compiled. Board members discussed the need to provide an adequate level of health care to the poor and indigent population of both counties. It was noted that some obstetrical patients from Solano County were receiving care at Merrithew Memorial Hospital. There was discussion on the impact of proposed legislation currently under consideration, particularly SB 12 (Maddy) which, if passed would make counties the deep pocket for health care for the indigent population. There was also frustration expressed at the slow and inadequate rate of reim- bursement for health care costs to counties mandated to provide these services. A joint resolution was adopted urging the Governor to provide for adequate funding for the Medi-Cal system and the entire public health care system and to approve the allocation for- Minutes June 16 , 1987 Page 2 mula recommended by the Conference Committee. Mark Finucane advised that he would prepare the necessary resolution for presentation at the Executive Meeting of the Association of Bay Area Governments (ABAG) on Thursday, June 18 , 1987 , with subsequent transmission to the Governor. Rich Watson and Phil Batchelor commented on the county fiscal relief program relative to funding for the courts, an equitable allocation formula for distribution of sales tax revenue, the AB 8 split , and advantages to some counties from the allocation formula provided in AB 650 . Rich Watson expressed an interest in sharing information on homeless programs. It was suggested that Phil Batchelor arrange for Solano County staff to meet with Mary Lou Laubscher, Chair of the Contra Costa County Task Force on the Homeless, and Carol Severin who is in charge of the County Office on Homelessness , to discuss services for the homeless population. Supervisor McPeak commented on grants that have been received through the Hands Across Contra Costa Project, Hands Across America Project , and private contributors providing food and shelter for the homeless. The Board members commented on new jail construction and the costs that will be incurred for staffing these facilities. Rich Watson advised that Solano County will use non-sworn personnel to staff their detention facility. Phil Batchelor noted that the jail population is increasing annually necessitating the addition of a new 60-bed module to the existing jail each year; he further commented on the impact the additional staffing needs will have on Contra Costa County. Supervisor Davis spoke about Solano County' s General Assistance problem and of plans to participate with their Private Industry Council on a Gain Program which is hoped will provide some long-range solutions . He suggested conferring with staff of Contra Costa County on this matter. The Solano County and Contra Costa County Board Members agreed to meet again in September with Solano County hosting the next meeting. The County Administrators of both counties were requested to prepare an agenda on approximately five issues relative to the development of a hazardous waste plan, transportation priorities, the Baldwin Ship Channel , health care needs , and fiscal relief.
