Authorize the Community Development Department to enter into a memorandum of understanding with the West Contra Costa Transportation Advisory Committee (WCCTAC) and BART to participate in a study of a future BART extension and station sites in West County. 2. Authorize an expenditure of $5,000 (five thousand dollars) under FY 1987-88 budget to participate in the cost of the study estimated at $60,000 (sixty thousand dollars) . 3 . Request BARTD to participate in the proposed study and pay all costs exceeding the County's share of $5,000. FINANCIAL IMPACT: The County' s share of the cost of the proposed study will not exceed $5,000 (five thousand dollars) exclusive' of the staff time. REASONS FOR RECOMMENDATIONS/BACKGROUND: Transportation problems in the West County area have been getting progressively acute due to increasing traffic volumes and the limited capacity of transportation facilities. Projections developed by the Association of Bay Area Governments indicate that by the year 2000 there will be fewer jobs than the eligible workers residing within the five cities and the unincorporated area of the West County. The projected jobs/housing imbalance will place additional strain on the transportation facilities with a predominant commute pattern oriented toward jobs located outside the West County sub-region. CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382/1-83 BY e4og� ,DEPUTY A key strategy to provide relief to the existing and the future transportation problems is to reexamine land development plans and policies and to encourage planning and development of public transit in the West County area. During the WCCTAC meeting on April 23, 1987 , Supervisor Tom Powers and BART Director, Nello Bianco, jointly proposed a study for the extension of BART in the West County. The purpose of the proposed study is to analyze the candidate station sites for the future BART extension and achieve consensus among the WCCTAC members. The future station sites will then be protected through zoning regulations, designating the sites in the general plans of the relevant jurisdictions and acquiring the sites at the earliest opportunity. The proposed study will be coordinated with the I-80 Corridor Study currently in progress under the sponsorship of Metropolitan Transportation Commission. A copy of the joint memo from Supervisor Powers and Director Bianco giving more details of the proposed study is attached. The proposed study is estimated to cost $60,000. After some discussion, WCCTAC recommended that Contra Costa County should be requested to pay $5,000 and all other costs should be borne by BARTD. Accordingly, it is requested that the Board of Supervisors authorize the Community Development Department to participate in the proposed study and an expenditure of $5,000 in FY 1987-88 budget for the study. It is further requested that, in support of WCCTAC's recommendation, the Board of Supervisors'i—request the BARTD to participate in the study and pay all costs exceeding the County' s share of $5,000. CONSEQUENCES OF NEGATIVE ACTION An opportunity to protect and acquire station sites for the future BART extension in the West County may be lost. CDD-T/P ' dp7:BOBartWC.t05(6.3.87)
