SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Amend the Board' s orders of March 16, 1982 and June 21, 1983
to reduce the size of the Maternal, Child & Adolescent
Health Advisory Board from 28 members to 17 members by
deleting the following seats:
3 Seats for Parents
1 Seat for the County Superintendent of Schools
1 Seat for the Alameda-Contra Costa Medical Association
1 Seat for the Alameda-Contra Costa Optometric Society
1 Seat for the Contra Costa Physical Therapy Group
1 Seat for the Developmental Disabilities Council
1 Seat for the Juvenile Justice Commission
1 Seat for the Family & Children' s Services Advisory
Committee
1 Seat for Other Health Professionals
2 . Reappoint Belle Lipsett to an At-Large seat for a three-year
term expiring October 7, 1989 .
3 . Reappoint Barbara J. Milliff to the Contra Costa Children' s
Coalition seat for a three-year term expiring .October 7 ,
1989 .
4 . Accept resignations from or declare the following seats
vacant for lack of attendance:
Jane Berger - Superintendent of Schools
Mary Lou Browning - Superintendent of Schools
Anita Helvie - District V
David Yamamoto - At-Large
Lilia Lopez-Karu - At-Large
Beverly DeGraaf - At-large
5 . Appoint Joyce Muse of Richmond, who is currently serving in
the "Other Health Professional" seat, to the At-Large seat
vacated by Beverly DeGraaf to serve the remainder of the

BACKGROUND:
On March 16, 1982, as a result of State legislation (Chapter
1038, Statutes of 1981) , the Board abolished the former Child
Health & Disability Prevention Advisory Board and replaced it
with a Maternal, Child & Adolescent Health Advisory Board. At
that time, the MCAH Advisory Board was formed as a 17-member
committee. On June 21, 1983, the Board expanded the MCAH
Advisory Board from 17 members to 28 members.
On June 2, 1987, the Board of Supervisors received and referred
to our Committee the attached report which recommends that the
MCAH Advisory Board be reduced to 17 members to increase its
effectiveness, and to eliminate seats for organizations which
have not participated in the work of the MCAH Advisory Board.
A number of seats are recommended to be declared vacant as a
result of resignations and lack of attendance.
Finally, two members are recommended for reappointment.
Approval of these recommendations will leave the MCAH Advisory
Board constituted as follows:
1 representative from each of the 5 Supervisorial Districts
6 At-Large representatives concerned with and knowledgeable
in the health of mothers and children
1 representative from the Office of the County
Superintendent of Schools
1 representative from each of the following:

Community Services Department/Head Start Health Program
Contra Costa Dental Society or Mt. Diablo Dental Hygiene
Component
Nutritionist
Contra Costa Children' s Coalition

SUBJECT: Clarifications of April 30, 1987 Memorandum Concerning MCAH Board
Appointments
DATE: June 1, 1987
We wish Joyce Muse, who is serving currently in the 'Other Health Professional"
position, to be appointed an At Large member once the new membership categories
are approved by the Board of Supervisors.
We wish Allan Burckin, M.D. , representative from the Alameda-Contra Costa Medical
Association, (ACCMA) to serve out his term as a liaison to the Advisory Board.
Our revised membership categories delete the ACCMA membership slot. The liaison
will provide advice upon the request of the Advisory Board.

SUBJECT: New Composition of MCAH Board and Membership Appointments
DATE: April 30, 1987
During the past year the Maternal, Child and Adolescent Health Board has suffered
from sporadic attendance and operated with multiple, rotating vacancies. The
Board and the MCAH Unit of the Health Services Department have analyzed these
problems. After carefully weighing the issues, the Board voted at our meeting on
January 14, 1987 to make several changes in the by-laws in order to increase our
own effectiveness. One key change is to reduce the number of membership slots on
the Board. This change has been approved by the MCAH Director, Dr. Kathleen Malloy,
as required in the by-laws. The attached page shows the revised membership cate-
gories. We wish the Board of Supervisors to approve these revised categories.
In addition, we wish the Board to reappoint the following members, whose terms
have expired: --

Both have been active members of our Board and we wish to continue their
service.
We have had, also, the following unscheduled vacancies:

meetings. Our letter was returned as undeliverable. We have notified Supervisor
Torlakson of our need for a new appointment. (Correspondence attached.)
David Yamamoto At Large
Mr. Yamamoto resigned due to moving out of the County.
Lilia Lopez-Karu At Large
Ms. Lopez-Karu resigned due to scheduling conflicts.
Beverly DeGraaf At Large
Ms. DeGraaf resigned due to scheduling conflicts.
We are recruiting applicants to fill our existing vacancies of one dental
representative, two supervisorial districts and four at large positions. We
are actively seeking minority applications.

At its most recent meeting the Maternal, Child, and Adolescent Health
Board regretfully decided to declare vacant the position you hold.
The Board needs active participation from the Office of the Superintendent
of Schools. It has become apparent to us that despite your interest in
the issues, your current schedule does not permit you to attend Board
meetings.
We are requesting the Superintendent of Schools to appoint a new
representative, and alternate, who will be able to attend regularly.

Dear Dr. Stewart:
The Maternal, Child and Adolescent Health Board advises the Board
of Supervisors and the Maternal, Child and Adolescent Health Unit
of the Health Services Department concerning pregnant women and
children's health needs and services. The Board is anxious to have
representation from your office actively participate in its meetings
and activities.
Until recently, two positions were allotted for representation from
your office. The Board has reduced the number to one in an effort
to streamline operations.
The person currently appointed to represent the office of Superintendent
of Schools, Marylou Browning, has not been able to attend meetings for
at least the past six months and has never had an alternate. At its
last meeting, the Board decided to declare the position vacant and to
ask you to appoint a new representative.
The Board meets the second Wednesday of every month, usually at Miller
Center Fast, 3020 Grant Street in Concord. Please let us know your
choice for a new appointee at your earliest convenience. It would help
matters greatly if you would appoint a Board member and an alternate for
the new member, as well. If you have any questions, please contact our

I am writing on behalf of the Maternal, Child and Adolescent Health Board con-
cerning your appointee to the Board, Anita Helvie. According to our attendance
records, she has not attended any Board meetings during the 1986 calendar year.
We have written to her asking for participation and have tried reaching her by
telephone. The telephone number we have for her, 684-2515, has been disconnected
and there is no new number.
We would appreciate your contacting Ms. Helvie about her Board attendance. Our
Board needs the active participation of all its members in order to be effective.
If Ms. Helvie will not be able to participate, we would appreciate your appointing
a new representative. In addition to representing your interests, the Board is
anxious to have members who are active in maternal and child health oriented organi-
zations or interested in developing an interest in the following kinds of issues:
access to prenatal care, children's and adolescents' mental health, developmental
disabilities, childhood injury prevention, child health promotion, overall advocacy.
