Adoption of the 1985
SUBJECT: Uniform Building Code
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Fix Tuesday, July 21, 1987, at 10:30 A.M. in the Board of
Supervisors ' Chambers as the date, time and place to hold a
public hearing on the enactment of an ordinance adopting the
1985 Uniform Building Code with additional changes.
2. Adopt the attached resolution providing notice of the public
hearing and direct the Clerk of the Board to publish the
notice as is required by Government Code Section 6066 .
3 . Direct County Counsel to prepare an ordinance adopting the
1985 Uniform Building Code, including provisions on the use
of fire retardant roofing materials and conditions under
which untreated wood shingles or shakes are authorized as
exterior wall coverings, and making such other
recommendations in the Uniform Building Code as are deemed
appropriate by the Building Inspector and Chief,
Consolidated Fire District, with the exception of the three
issues identified below.
4. Request the County Administrator to meet with the Chief, .
Consolidated Fire District, the County Building Inspector,
and representatives from the Building Industry Association,
and other interested parties, to explore the three remaining
outstanding issues; namely,
( 1) limiting the use of area separation walls to walls
without openings and with a 3011 parapet;
( 2) requiring smoke management systems in buildings five or
more stories in height or more than 35, 000 sq. ft. in a
single floor area;
( 3 ) requiring automatic fire sprinkler systems in all
buildings more than 10,000 sq. ft. in floor area;
and return a report and recommendation to the Internal
Operations Committee on July 13, 1987 if at all possible.

BACKGROUND:
On April 21, 1987 , the Board of Supervisors conducted a hearing
on the 1985 Uniform Building Code ordinance. At the conclusion
of the hearing, the ordinance was referred back to our Committee
because of controversy regarding the additional requirements
being recommended by the Consolidated Fire District.
Our Committee met with Consolidated Fire District, the Building
Inspector, and representatives from the Building Industry
Association, the Red Cedar Shingle Bureau, Walnut Creek Roofing,
and the National Forest Products Association on June 8, 1987 .
Our review of the history of this issue indicates that the Board
has already reached a consensus on the need to restrict the use
of roofing materials which are not fire retardant and to
requiring a 10 ft. separation between buildings which utilize
untreated wood shingles or shakes as an exterior wall covering.
It is clear, however, that on the remaining issues there remains
substantial controversy of a somewhat technical nature which our
Committee has been unable to resolve satisfactorily.
We are, therefore, asking the County Administrator' s Office to
meet with all involved parties and return a report and
recommendation to us on what position he recommends our Committee
and the Board take on the three remaining issues. In the
meantime, we feel the Board should go ahead and adopt the 1985
Uniform Building Code, including those items related to fire
retardant roofing materials and the use of untreated wood shakes
and shingles on exterior walls.
In addition, there are a number of other changes to the ordinance
which are required in order to conform the ordinance to
amendments made to prior additions to the Uniform Building Code
and to delete obsolete provisions.

NOTICE OF PUBLIC HEARING
The Board of Supervisors of Contra Costa County RESOLVES THAT:
This Board proposes to enact an ordinance providing for the
adoption, by reference of the Uniform Building Code , 1985 Edition,
as compiled, recommended, and published by the International
Conference of Building Officials with changes , additions and
deletions thereto as set forth in the proposed ordinance or in the
current adopted Ordinance Code .
The proposed ordinance provides for better building
construction and greater safety to the public, and uniformity in
building laws within the unincorporated area of Contra Costa
County.
On at a.m. , in the Chambers of
the Board of Supervisors , County Administration Building,
651 Pine Street, Martinez, California, a public hearing will be
conducted upon the proposed enactment of the said ordinance , and
at the said public hearing any interested person may appear and be
heard.
Copies of the Ordinance Code, and at least one copy each of
the proposed ordinance and the 1985 Uniform Building Code are on
file with the Clerk of this Board, and are open to public
inspection.
The Clerk of this Board shall cause this resolution to be
published pursuant to Government Code Section 6066 in the
