Goetz, Senior Transportation Planner SUBJECT: Eastern Contra Costa County Road Projects The following is a list of road projects either recently completed, in the planning and design stage, or in the conceptual planning stage that you requested for the March 20 meeting in Brentwood. Also provided are status reports on the Brentwood Truck Bypass project and the Highway 4 interim project over Willow Pass. Byron Highway Construct portable truck weighing station for CHP to enforce weight limits. Project funding not certain yet. Discussions taking place with the CHP. Cost: $150,000. Camino Diablo Bridge replacement. Funded by FAS funds. Construction to begin in Summer of 1987. Cost: $400,000. Fairview Avenue Brentwood city limit to Lone Tree Way, widen to 28 feet. Funded by Safer Off System (SOS) funds. Completed in 1984. Cost: $450,000. Highway 4 Kellogg Creek crossing to Old River, widen to 42 feet. Funded by Discovery Bay Developments. Project design to start in July 1987. Cost: $1,500,000. Construct left turn lane at Gehringer School . Funded by Oakley Area of Benefit. Project design is underway. Cost: $350,000. Modify intersection at Cypress Road and signalize. Funded by Oakley Area of Benefit. Project design is underway. Cost: $500,000. Route 160 to O'Hara Ave. , widen to 4 lane divided highway. Funded by Oakley Area of Benefit. Environmental work to begin shortly. Cost: $3,500,000. l Lone Tree Wary Antioch city limit to Highway 4, overlay. Funded by Federal Aid Secondary (FAS) funds.. Construction to begin in 1988. Cost: $600,000. Construct left turn lanes at Empire Ave. , Fairview Ave. , and O'Hara Ave. , and install signal at Fairview Ave. Funded by FAS funds. Construction to start in 1988. Cost: $700,000. Marsh Creek Road Realign two curves to improve safety. Funding uncertain, possible FAS or Area of Benefit. Conceptual design completed, needs funds for further work. Cost: $300,000. Vasco Road Replace two bridges. Funded by Federal Bridge Replacement (BR) funds. Completed in 1983. Cost: $700,000. Alameda county line to Camino Diablo, install additional traffic control devices and turnouts. Funded by the proposed East County Area of Benefit and FAS funds. Conceptual project design is underway. Cost: $700,000. Status of Brentwood Truck Bypass A $1.7 million Caltrans project to reroute Highway 4 around downtown Brentwood is scheduled to begin in 1988, but Caltrans does not have sufficient staff to proceed with the project. Local agencies with staff certified to work on federally-funded road projects (e.g. the County) could design and construct the project for Caltrans. Caltrans, Brentwood, and the County have drafted a Cooperative Agreement that would allow the County, on the behalf of Caltrans and Brentwood, to provide staff support and administer all contracts to complete the project. It is likely that the agreement will be executed within several months. At Caltrans' recommendation, County staff will advertise next week for consultants to prepare construction plans. Status of Highway 4 Interim Project Based on the preliminary construction plans, the estimated cost to complete the Highway 4 interim project has increased to $2.8 million. The City of Pittsburg is proposing that we finance the project by issuing bonds secured only by annual appropriations (no collateral is required) . Using this scheme, the cost to finance $2.8 million over a five year period is $3,482,000. Apportioning this cost according to future housing construction in Antioch, Pittsburg, and unincorporated eastern Contra Costa County would amount to $341/unit. Financing the loan over seven years would cost $3,735,000, or $261/unit (assuming housing construction continues at 2039 units/year) . SLG mar20rpt cc: B. Ghiselli , City of Brentwood A.
