SUBJECT: Rollover Proposal for Retention of Unexpended FY 1986-87
State Mental Health Funds for Use in FY 1987-88
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
A. Approve amendment to the County Mental Health Plan for
Fiscal Year 1986-87 to incorporate the proposal for reten-
tion of unexpended FY 1986-87 State mental health funds for
use in FY 1987-88 , as follows :

D . Authorize the Health Services Director or his designee
( Stuart McCullough) to submit the proposal for retention of
unexpended FY 1986-87 State funds to the State Department of
Mental Health .
II . FINANCIAL IMPACT :
This proposal , if approved by the State Department of Mental
Health , will permit the "rollover" of unexpended FY 1986-87
State funds for use in FY 1987-88 to augment the County' s Mental
Health System. These anticipated rollover funds will be used to
fund one-time-only project activities in FY 1987-88 . The
Supplemental Residential Care Services (SB 155) and Special
Education Pupils (AB 3632) Programs require no County matching
funds because they were totally funded by the State in
FY 1986-87 .
Approval of this Rollover Proposal does not obligate the County
to make any expenditures and all required matching County funds
are subject to availability as determined by the County Budget
for FY 1987-88 .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
In May 1987 the County received State Department of Mental
Health Letter No . 87-09 (Retention of Unexpended Funds for
Fiscal Year 1986-87 ) which established procedures for the County
to retain ( "rollover" ) the unexpended portion of certain mental
health funds that were allocated to Contra Costa County for
FY 1986-87 .
In order for the County to be eligible to retain unexpended
State funds , the State requires submission of a Board Order cer-
tifying that the County will provide the required matching
funds . Delays in implementing the programs listed above in
FY 1986-87 have resulted in a substantial under expenditure of
the County ' s FY 1986-87 allocation of State funding for these
programs . These rollover dollars will be used to fund one-time-
only projects which are greatly needed to augment and enhance
the County ' s mental health system in FY 1987-88 .
