Spooner , Contracts Administrator Costa DATE: June 4, 1987 Co t' SU3JECT: Approval of Grant Application #29-321-2 with the State of v�"`� California Emergency Medical Services Authority SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve submission to the State Emergency Medical Services Authority of Grant Application 4429-321-2 in the amount of $126 , 000 for the period June 25 , 1987 - June 24 , 1988 for second year funding of the Bay Area Trauma Registry Project . II . FINANCIAL IMPACT : Approval of this application by the State will result in $126 , 000 of State funding for the Bay Area Trauma Registry . The six participating counties have each pledged an equal share of the ink.ind match requirement , $21 , 250, which represents a portion of the salaries of existing EMS staffs . In addition, the hospitals which are the trauma centers in the participating counties will be contributing an inkind match total of $330, 000 which represents a portion of the salaries of their existing data collection staffs . The program budget is , then , as follows : $ 126 , 000 State Block Grant 127 , 500 Counties In-Kind Match 330 , 000 Trauma Center Data Collection $ 583 , 500 Total Program Budget The Project: received $111 , 375 of funding from the State in the first year of funding . The County ' s in-kind share was $27 , 250 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 1 , 1985 , the Board approved Standard Agreement 429-321 with the State Emergency Medical Services Authority for development of a Regional Trauma Center administered by Contra Costa County Emergency Medical Services staff . " �.• !,®�— BOARD ORDER Grant Application 429-321-2 Bay Area Trauma Registry Project Page 2 year of the project , the following counties participated : Alameda , Contra Costa , Napa , San Francisco , and Santa Clara . Sonoma County has been added to the participants during the second year . During the first year of operation , the Bay Area Trauma Registry has been successfully implemented in seven trauma centers and is in the process of being implemented in an eighth . Project staff , with assistance from the participating counties , have developed patient data collection instruments , a data collection manual , data entry software , and a reporting system for use by the counties in their trauma audit process . Objectives during the second year are to refine and continue accumulating data on major trauma patients , to expand the number of Bay Area trauma centers inputting data into the Registry, to extend the reporting and query capabilities of the Registry software to facilitate data retrieval directly by trauma center and county staff , and to evaluate various triage criteria . In order to meet the State ' s deadline for submission, copies of this proposal have been submitted to the State , but subject to Board approval . EAS : gm
