Spooner , Contracts Administrator Costa DATE: June 4, 1987 ((wry 1� SUBJECT: Approve Submission of Project Proposal #29-643 to the Stan-tee/ -+ Department of Health Services for AB 3245 Funding for Renovations to the Richmond Clinic SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Project Proposal #29-643 for submission to the State Department of Health Services (Hospital and Medical Standards Program) requesting $50 ,000 of AB 3245 capital improvements funding for the period July 1 , . 1987 - June 30 , 1988 for reno- vations to the Richmond Clinic , and verify the County ' s intent to complete the project contingent upon the award of State funds . II . FINANCIAL IMPACT : Approval of this proposal by the State will result in $50, 000 of State funding for Richmond Clinic renovations . Sources of funding are as follows : $ 50 , 000 State AB 3245 Capital Improvements Funding 50 , 000 County Funding in Health Services Budget $100 , 000 Total for FY 1987-88 . The estimated project cost beyond June 30 , 1988 is $11 , 100 which will come from the ongoing maintenance budget for the Richmond Clinic . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : The Health Services Department recently received notice from the State Department of Health Services that $1 . 5 million of AB 3245 grant funding is available for distribution to county govern- ments . The State intends to make 15 grant awards with a maximum of $50 , 000 each and 30 grant awards with a maximum of $25 , 000 each . AB 3245 grants cannot exceed 50% of the cost of a project to be financed . The remainder of the cost must be financed by the County, and the proposals will not be considered for funding by the State without assurance that sufficient funds will be appropriated to cover the FY 1987-88 local share . The conclusion of the study was that the Richmond Clinic could continue under a safe , healthy and effi- cient operating environment for a number of years with a minimum of renovation in the patient medical screening , financial coun- seling , reception , appointment and waiting areas . Renovations will be accomplished through the County General Services Department ' s bid procedure . In order to meet the State ' s deadline for submission, copies of the proposal have been submitted to the State , but subject to Board approval . The Board Chair should sign six copies of the proposal , five of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services (Hospital and Medical Standards Program) . OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Project Proposal 4429-644 for submission to the State Department of Health Services (Hospital and Med-ic.al Standards Program) requesting $50, 000 of AB 3245 capital improvements funding for the period July 1 , 1987 - June 30, 1988 for improve- ments to the electrical system at Merrithew Memorial Hospital , and verify the County ' s intent to complete the project con- tingent upon the award of State funds . The conclusion of the study was that the major portion of the electrical equipment in the lower generator room, as well as most of the wiring throughout the main hospital areas , was installed in the early 1950 ' s . Over the years , various modifications and additions were made to the Hospital which increased the total load on the electrical distribution system, thus reducing the total available electri- cal capacity. At present , the electrical demands are close to the maximum which can be handled by the system, and do not allow for replacement of outdated electrical equipment or addition of new state-of-the art medical equipment which requires electricity. Improvements to the electrical system will be accomplished through the County General Services Department ' s bid procedure . In order to meet the State ' s deadline for submission , copies of the proposal have been submitted to the State , but subject to Board approval .
