THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT; Riverview Fire Protection District Benefit
Assessment, Request for Reconsideration
The Board on April 28, 1987 requested the County
Administrator to report to the Board on the establishment of a
Citizens Advisory Committee for the Riverview Fire Protection
District to develop a public educational program on the need for a
benefit assessment to fund additional fire service personnel and
equipment in order to place the matter before the electorate.
The Board received a letter dated April 29, 1987 from
Leland M. Walton, City Manager, City of Antioch, P.O. Box 130 ,
Antioch 94509, requesting that the Board reconsider its action of
April 28, 1987 and approve the establishment of a fire suppression
benefit assessment for the Riverview Fire Protection District.
The Board also received letters from the following,
urging adoption of the benefit assessment for the Riverview Fire
Protection District:
Estuardo Sobalvarro, 415 West 9th Street, Antioch;
Peter Foster, 2859 Dandelion Circle, Antioch; and
Carl Hanson, 3047 Greenhall Way, Antioch.
The Board also received a letter dated May 4 , 1987 from
Clark Walker, President, Contra Costa Black Firefighters
Association, P.O. Box 145, San Pablo 94806, endorsing the
Riverview Fire Protection District 5 Year Plan and urging the Board
to adopt the benefit assessment.
Supervisor Tom Torlakson advised that he has received a
number of calls from residents in the District expressing concern
about the level of service provided by the Riverview Fire
Protection District. He commented on the impact of the assessment
on senior citizens on fixed incomes and advised that a Riverview
Fire District Service League is being organized to assist seniors
with the filing of property tax deferral forms or to assist with
any rent increases due to the benefit assessment.
Supervisor Robert Schroder noted that while he was aware
of the need for the fire suppression benefit assessment, he
believed that the public should have the opportunity to vote on the
matter.
Councilman Frank Stone, appearing on behalf of the
Antioch City Council, stated that while he had no objection to the
public voting on the matter, he believed that a crisis exists in
the Riverview Fire Protection District. He called attention to the
fact that development fees pay for capital improvements but noted
that there currently is no funding mechanism in place to man new
stations. He urged the Board to adopt the benefit assessment for
the Riverview Fire Protection District as soon as possible.

Supervisor Nancy Fanden noted that the Board had agreed
not to impose the benefit assessment on the Contra Costa County
Fire Protection District but instead had determined to review the
issue for placement on the ballot. She expressed the belief that
the residents of the Riverview Fire Protection District were also
entitled to the opportunity to vote on the assessment, and that
therefore, she could not support the request for reconsideration of
adoption of the benefit assessment.
After further discussion by Board members, IT IS ORDERED
that May 26 , 1987 at 9: 00 is FIXED for reconsideration of Board
action on a fire suppression benefit assessment for the Riverview
Fire Protection District.
IT IS FURTHER ORDERED that the County Administrator is
REQUESTED to meet with cities in the Riverview and Contra Costa
County Fire Protection Districts, fire district representatives and
firefighters prior to the May 26 hearing to discuss Special
District Augmentation Fund allocations.
IT IS FURTHER ORDERED that the County Administrator is
REQUESTED to report on alternative funding sources and possible
liability to the County if the fire districts are unable to meet
County-adopted response time standards.
