RECOMMENDATION Accept report and direct Public Works Director to: 1. Request the El Soorante Traffic Advisory Committee to consider installing traffic signals on Appian Way at Manor Road and Valley View Road on the Area of Benefit priority list; and 2. Request the City of Richmond to expedite their review and execute the proposed Joint pooling of funds agreement, which could provide funding for additional improvements on Appian Way; and 3. Request the California Highway Patrol to increase its effort of enforcement on Appian Way. II. FINANCIAL IMPACT None III. REASONS FOR RECOMMENDATION/BACKGROUND On March 31, 1987, the Board of Supervisors referred a petition; submitted by Edna M. Luffey, v533 Melinda Court, El Sobrante, to me for investigation and report. The petition requests the installation of traffic signals or stop signs on Appian Way, to create gaps in the traffic flow, so that side street traffic can have easier and safer access to Appian Way. Appian Way is the primary arterial in El Sobrante. The average daily traffic on it north of Valley View Road is 19,000 vehicles per day. The a.m. and p.m. peak hour traffic volumes on this portion of Appian Way are approximately 1,100 and 1,$00 vehicles per hour respectively. The 85 percentile or prevailing speed of motorists on Appian Way in the vicinity of Manor Road is approximately 40 mph in a posted 25 mph zone. The side streets intersecting Appian Way are functioning as either collectors or minor streets. The side streets primarily provide access to adjacent residential units and traffic volumes on the majority of these side streets are fairly low. For this reason, the majority of intersections along Appian Way do not meet the minimum requirements for a traffic signal, under the guidelines contained in a conventional signal "warrant' that is used by most public agencies. However, the intersections of Appian Way and Valley View Road and Appian Way and Manor Road do barely meet the County's signal warrant now. Phase I of this project between Valley View Road and the Pinole City limits is nearing completion. Phase II of the project, between Valley View Road and San Pablo Dam Road, is planned to be under construction in 1989. Since none of the intersections met the traffic warrant at the time when the projects were submitted for funding, no traffic signal was included in either of these projects. The Public Works Department will also submit an application for federal (F.A.U. ) funds for reconstructing the Appian Way, Valley View Road and Sobrante Avenue triangle. A traffic signal for the intersection of Appian Way and Valley View Road will be included in the proposed project. Even if we are successful in competing for the federal funds, it will take at least three years of processing by the Federal Government before construction will start. The Public Works Department has reviewed the suggestion to install stop signs on Appian Way as an interim solution to signals. Due to the high peak hour volumes on Appian Way, the installation of stop signs would create severe traffic congestion and intolerable delays for through traffic using this road. This congestion, will also significantly increase air pollution and fuel consumption for motorists caught in long queues on Appian Way during the peak hour traffic periods. Some time ago, the Board of Supervisors, with the cooperation of the City of Richmond, formed the El Sobrante Area of Benefit. The formation of this Fee Area established the mechanism for collecting development fees to fund many needed road improvements in the E1 Sobrante area and the adjacent area within the City of Richmond. A proposed agreement between the City of Richmond and the County is being reviewed by the City. This agreement will provide for the pooling of funds and joint administration of the El Sobrante Area of Benefit. Since the majority of the development potential is in the City of Richmond, while most of the road improvement needs are in the County, the agreement provides a means for the city to mitigate traffic problems in the County. Presently, very little money has been collected in the County by this Fee Area. In conjunction with forming the E1 Sobrante Area of Benefit, the Board of Supervisors also appointed a Citizens Traffic Advisory Committee. This Committee has, been advising staff and the Board of Supervisors on prioritizing road and traffic improvements in the El Sobrante area. i , . -7 TO: BOARD OF SUPERVISORS FROM: Supervi sors Nancy C. Fanden and Contra Tom Powers Costa DATE: May 5, 1987 County SUBJECT: E1 Sobrante Transportation Advisory Committee SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Board of Supervisors re-institute the E1 Sobrante Transportation Advisory Committee as a subcommittee of the West Contra Costa Transportation Advisory Committee. Membership shall include representatives from Contra Costa County, the cities of Orinda, Pinole, Richmond and San Pablo as well as private citizens. BACKGROUND: The transportation problems of the E1 Sobrante Valley are continually becoming more acute. Traffic on San Pablo Dam Road and Appian Way is intolerable during commute hours. Residents of the area wish to participate in an organization designed to work on the specific problems of El Sobrante. Yet, they want to do so in conjunction with the efforts already underway throughout West County headed up by the West Contra Costa Transportation Advisory Committee (WCCTAC) . The City of Orinda, not currently a member of WCCTAC, has .expressed concerns over the amount of truck traffic on San Pablo Dam Road including that traffic involving hazardous materials. Their willingness to participate in this subcommittee along with the other cities will bring more comprehension and coordination to the program. As a subcommittee of WCCTAC, the El Sobrante Transportation Advisory Committee shall report on its work and findings to WCCTAC and WCCTAC will endeavor to include information from El Sobrante in its studies and efforts.
