SUBJECT: TRANSPAC Phase II
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1 . Adopt Resolution No. 7-1987, recommended by the County
Planning Commission, regarding continued support and
participation in Phase II of the TRANSPAC Program.
FISCAL IMPACT
County Community Development Department staff have been attending
the TRANSPAC Technical Advisory and Policy Committee meetings on a
regular basis since the organization was created in June, 1986.
Staff will continue to attend the TRANSPAC meetings, with staff
time and other resources to be absorbed within the existing
Community Development Department budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 24, 1987, the County Planning Commission recommended
that the Board adopt the TRANSPAC Phase I Final Report and Action
Plans ( see the concurrent Board Order covering Phase I
recommendations) . On the same evening, the Commission adopted
Resolution 7-1987, which recommended continued support and
participation in TRANSPAC during Phase II .
The resolution also recommended that the Board ask TRANSPAC to
address several specific issues during Phase II , including
development of bike and pedestrian trails with interim use of the
abandoned Southern Pacific right-of-way for bike trails and walking
paths; .coordinating public awareness in the use of alternative
means of transportation; the early adoption of a Level of Service
definition, for measurement of traffic delay; coordination of staff
to support Transportation System Management (TSM) programs; and
methods by which a users' perspective may be incorporated in
TRANSPAC activities. (A copy of Resolution 7-1987 is at ached. )

The Board HEREBY ADOPTS the recommendations contained in Resolution 7-1987 of the Contra Costa
County Planning Commission, attached hereto as Exhibit A, and HEREBY requests that TRANSPAC
address the issues set forth therein.

Resolution No. 7-1987
RESOLUTION OF THE PLANNING COMMISSION OF CONTRA COSTA COUNTY,
STATE OF' CALIFORNIA, INCORPORATING RECOMMENDATIONS ON SUPPORT AND
' ., CONTINUANCE OF TRANSPAC, AND ISSUES TO BE ADDRESSED DURING PHASE
WHEREAS the County Planning Commission having reviewed the
TRANSPAC Final Report and Action Plans; and -recommended to the
Board of Supervisors of .Contra Costa. County, State of California,
that the sample resolution included in the TRANSPAC Phase I Final
Report be APPROVED; and K
WHEREAS the County Planning Commission believes that the inter-
. .jurisdictional cooperation and coordination that TRANSPAC fosters
is extremely beneficial to the citizens of the County; and
NOW, THEREFORE, BE IT RESOLVED that the County Planning
Commission recommends to the Board of Supervisors of Contra Costa.
County, State of California, that the County should continue its
participation in TRANSPAC, including Phase II; and
BE IT FURTHER RESOLVED that the County Planning Commission
recommends to the Board of Supervisors of Contra Costa County,
State of California, that the Board of Supervisors request that
TRANSPAC address the following issues in Phase II:
1. Encourage, on an equal basis, alternative transportation
modes such as walking and bicycling, and. the development of
trails and bike lanes.
2 . Coordinating public awareness and citizen involvement in
the use of alternative modes of transportation.
3 . Interim use of the former Southern Pacific branch line
right-of-way for bicycle trails and walking paths; ,
4. The early adoption of a Level of Service definition based
on the 1985 Highway Capacity Manual, which specifically includes
measurement of time delay;
5. Coordination in the use of staff to support TSM
activities; and
6. Methods to include the users' perspective in TRANSPAC
activities.
BE. IT FURTHER RESOLVED that the Chair and Secretary of this
Commission will sign and attest the certified copy of this
resolution and deliver the same to the Board of Supervisors of
the County of Contra Costa, all in accordance with the Government
Code of the State of California.
I Linda P. Best, Chair of the Planning Commission of the
County of Contra Costa, State of California, hereby certify that
