SUBJECT: Retain Special Tax Consultant and Campaign Management Consultant
for Development of Oakley Infrastructure Financing Plan
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS
Authorize the Director of Community Development to
execute contracts with Angus McDonald & Associates to act
as Special Tax Consultant in the amount of $40,555, and
Melody Howe Weintraub to act as Campaign Consultant, in
an amount not to exceed of $8, 000, for the Oakley
Mello-Roos Community Facilities District; authorize the
advance of funds to pay said consultants from housing
trust funds; and authorize the Director of Community
Development to negotiate a cost sharing plan among
participating agencies for said expenses.
II. BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 24, 1987 the Board of Supervisors referred to
this office for implementation the matter of a ballot
measure and related steps to establish-a Mello-Roos
Community Facilities District to finance infrastructure
in the Oakley area. The intent is to submit a ballot
measure establishing a special tax for infrastructure on
November 3, 1987. A schedule necessary to achieve such
an election is included as Attachment A.

In order to proceed with the formation of a Community
Facilities District it is necessary to retain the
services of a special tax consultant and a campaign
consultant. Based on their capacity to perform the
required work within the tight constraints of the
schedule it is recommended that the firm of Angus
McDonald & Associates be retained as Special Tax
Consultant and that Melody Howe Weintraub be retained
as Campaign Consultant.
III. FINANCIAL IMPACT
No general fund monies are involved. Revenue to cover
the cost of retaining said consultants is to be in the
form of an advance from the housing trust funds.
Said trust funds were obtained in the process of
issuing and administering the County' s mortgage revenue
bond programs for affordable housing. The creation of
a Community Facilities District will enhance the
opportunity for affordable housing in the Oakley area.
It is intended that a cost-sharing plan among the
infrastructure agencies be developed, however the
current time schedule does not allow for such a plan to
be in place prior to proceeding. Further, if a
successful election occurs, the costs of forming the
district would be reimbursable from the district tax
revenues or a subsequent bond sale.
