HomeMy WebLinkAboutMINUTES - 05051987 - 1.36 4 I _ To BOARD OF SUPERVISORS FROM: Phil Batchelor Contra County Administrator Costa DATE: April 30, 1987 County SUBJECT: Legislation: Assembly Bill 1328 (Eastin) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position in support of AB 1328 by Assemblywoman Eastin which would authorize a local Remote Access Network (RAN) advisory board to appoint alternates to serve on the local RAN Board in place of a local RAN board member who is absent, or who disqualifies himself or herself from participation in a meeting of the local RAN board. BACKGROUND: Current State law which establishes the California Identification System or CAL-ID also provides for a Remote Access Network (RAN) which is a uniform statewide network of equipment and procedures allowing local law enforcement agencies direct access to CAL-ID. Current law also provides for a statewide RAN Advisory Committee and local RAN boards in each county, or group of counties, eligible to receive funding under the CAL-ID program. The local RAN board is charged to determine the placement of RAN equipment within the county and to develop procedures to regulate the use and maintenance of that equipment. In a local region consisting of more. than one county ( such as the region which includes Alameda and Contra Costa County) , the RAN board consists of seven members, as specified. Current law does not specifically authorize the formation of an Advisory RAN board within a county which is part of a region. At the request of Alameda County, Assemblywoman Eastin has introduced AB 1328 . AB 1328 does all of the following: 1 . It authorizes a county which is a part of a regional board to form a local RAN Advisory Board. The local RAN Advisory Board is intended to provide advice and recommendations to the County' s representatives on the local RAN board. It authorizes the local RAN Advisory Board to appoint alternate members to the local RAN board from the local RAN Advisory Board to serve and work in the place of a local RAN board member who is absent or who disqualifies himself or herself from participation in a meeting of the local RAN board. 3 . It authorizes an alternate member selected by the local RAN Advisory Board to serve and vote in place of a RAN board member where a vacancy occurs until the appointment of a local RAN board member is made to fill the vacancy. Passage of AB 1328 will resolve the uncertain legal status of our County Advisory RAN Board and insure that the regional RAN board is always able to function with the use of an alternate in case of the absence of a member or the existence of a vacancy. Alameda County has asked for Contra Costa County' s support of AB 1328. our office concurs that passage of AB 1328 would be helpful to the implementation of the CAL-ID program in this County.
