Legislation: Assembly Bill 901 (Mountjoy)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position of support for AB 901 by Assemblyman Mountjoy
which would 'transfer $1,000,000 of the sales tax on aircraft jet
fuel to the Aviation Fund for the 1987-88 fiscal year for
specified purposes in support of airport programs.
BACKGROUND:
Assemblyman Mountjoy has introduced AB 901 . AB 901 would do all
of the following:
1. Create the Aviation Fund.
2. Transfer to the Aviation Fund, from the Retail Sales
Tax Fund for the 1987-88 fiscal year, $1,000,000 of the
revenue from the sales and use tax on aircraft jet
fuel.
3 . Require the State Board of Equalization to allocate 700
of the fund to specified primary air carrier airports,
including any additional airports designated by the
Federal Aviation Administration as a primary air
carrier airport in accordance with the ratio of airport
operations at each airport to total statewide airport
operations, as determined by the Federal Aviation
Administration. (Buchanan Field Airport is not one of
the primary air carrier airports designated in the
bill. )
4 . Require the State Board of Equalization to allocate 300
of the fund to counties operating airports designated
in the National Plan of Integrated Airport Systems, but
which are not designated as primary air carrier
airports.

5. 'Authorizes the County' s transportation planning agency
and airport land use commission to each receive up to
2% of the County' s allocation from the Aviation Fund.
The Auditor-Controller is also authorized to reimburse
himself for his costs.
6 . The bill details some fifty ( 50) types of developments,
or improvements, to an airport which are eligible
projects for receipt of the funds from the Aviation
(Fund. These projects include primarily capital and
equipment items, but also include items broadly
"described as "airport administrative costs" . The funds
are to be spent as determined by the County' s
transportation planning agency.
The Airport Manager urges the Board of Supervisors to support AB
901 and this office concurs with that recommendation.
