SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Change the Board' s position on SB 277 by Senator Diane Watson
from Oppose unless Amended to Watch based on recent amendments
which eliminate most of the prior opposition to SB 277 .
BACKGROUND:
On April 28, 1987, the Board voted to oppose SB 277 unless it was
amended to provide financing for the requirement that the County
Social Services Department conduct a one-month follow-up visit to
specified In-Home Supportive Services clients and employ or
contract for substitute providers whenever the individual' s
regular provider is not available.
SB 277 has been amended to delete these requirements and,
instead, simply requires the Social Services Department to
maintain a registry of persons who are available to provide
in-home supportive services in the absence of the individual' s
regular provider, under specified circumstances. The bill now
also requires the State Department of Social Services to make
recommendations to the Legislature by, July 1, 1988 on delivering
in-home supportive services and supervising services to
recipients of in-home supportive services when the individual is
unable to personally contact the Social Services Department to
report problems and does not have another person to objectively
report the circumstances of the individual' s care to the Social
Services Department.
While SB 277, as amended, still provides for a State-mandated
local program and provides only the State Mandates Claims Fund as
a mechanism for reimbursement of County costs, it is far superior
to the prior version of SB 277 and we, therefore, believe that
the Board should consider that the amendments they requested have
been made. It is, therefore, recommended that the Board remain
neutral on SB 277 at this time and watch for further amendments.
