THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 26 1987, by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Delta Diablo Sanitation District (CC Sanitation District
7A) request for support for siting landfill in the Marsh Creek area.
Supervisor Torlakson announced that he had a draft letter
addressed to the Board of Supervisors from the District Manager of
the Delta Diablo Sanitation District requesting the Board of
Supervisors to consent to the siting of a landfill in the Marsh Creek
area and further requesting that the Board indicate its position on
forming a joint powers authority with the District and the cities
located in the east and central county.
Supervisor Torlakson requested that the County
Administrator be requested to review the issue of franchise
agreements for unincorporated communities that do not now have
.franchises for garbage collection; to explore the potential benefits
of controlling rates for residents and businesses; to explore the
potential benefits to unincorporated communities of the establishment
of franchise fees ( for instance, one east county city gets $100, 000
as a franchise fee and its rates for its residences are almost
identical to the rate in Oakley and West Pittsburg) ; and to be able
to exercise control over the waste stream in the unincorporated
communities (noting that cities have been asked to do this and the
State legislature has been approached to give the county control of
the waste stream.
Supervisor Powers suggested that Delta Diablo got into land
siting on its own, knowing the risks it would have, and just like the
private landfill operators, if they find a site they think qualifies,
they can pursue it and when it gets to the Board, the Board will
review it with all the others.
Supervisor McPeak suggested this should be considered and
deliberated by the entire Board in conjunction with the Landfill
Siting Task Force and the Task Force should come back with a report
before the Board directs the County Administrator to do anything.
Supervisor Torlakson further discussed possible sites for
landfill as identified by Delta Diablo. He noted that the task force
is scheduled to conclude its work in mid-June and recommended that
the Board receive the information, and refer the draft letter from
Delta Diablo to the County Administrator, Community Development
Director and the Blue Ribbon Task Force to be considered in
conjunction with the Blue Ribbon Task Force Report.
