THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 26, 1987 , by the following vote:

SUBJECT; Caltrain Transbay Terminal Extension Project
The Board on May 19 , 1987 adopted a position opposing
the Caltrain Transbay Terminal Extension in the West Bay Area.
The Board received a letter dated May 20, 1987 signed by
eight Bay Area County Supervisors, requesting that the Contra Costa
County Board of Supervisors reconsider their action on May 19, 1987
opposing the Caltrain project.
Supervisor Robert Schroder advised that the Metropolitan
Transportation Commission (MTC) has opposed the PENTAP Committee
recommendation relative to the Caltrain extension due to a number
of unresolved questions -relating to funding and cost effectiveness.
He stated that he had been advised that the original PENTAP propos-
al would be withdrawn and that CALTRANS would be requested to
develop a plan for the project. Supervisor Schroder noted that if
such a new proposal was presented, it would then go through the
normal hearing process and would be competing in the priority
setting process with other new starts and upgrades in the Bay area.
Supervisor Sunne McPeak commented on the need for a
formula to take equity of local taxpayer participation into consid-
eration when determining pursuit of Federal grants for transit
projects.
Supervisor Schroder stated that local taxpayer partici-
pation and support is one of MTC' s criteria for funding.
Supervisor Tom Torlakson commented on the commitment of
Contra Costa County taxpayers to transit. He recommended that MTC
be requested to prepare a report on what the Counties have done to
date and what their commitment to transit has been.
Board members being in agreement, IT IS ORDERED that the
opposition of Contra Costa County to the Caltrain Transbay Terminal
Extension project is REAFFIRMED.
IT IS FURTHER ORDERED that MTC is requested to prepare a
report on the efforts and participation by local taxpayers through-
out the region.
