RECOMMENDATION
Receive report from Community Development Director on status of
pending projects within the Oakley Area General Plan boundaries.
BACKGROUND
At its meeting of April 26, 1987 the Board of Supervisors
directed the Community Development Director to prepare a report
on the status of projects within the boundaries of the Oakley
Area General Plan.

Bay areas as they relate to the number of housing units required to generate the County's
contribution to the west-bound Highway a Willow Pass Grade widening project financing, and
(2) development activity in the cities of Pittsburg, Antioch and Brentwood; DIRECTED staff
to attend meeting with OMAC on June 15, 1987 related to development in the Oakley area; and
REQUESTED report back on July 7, 1987 on light industrial development and flood control in
the Oakley area.

SUBJECT: Status Report on Pending Projects in the Oakley Area General
Plan Boundaries

At the Board of Supervisors meeting of April 28, 1987 when the
Oakley Area General Plan was adopted, the Board requested a
status report on pending projects within the Plan boundaries.
This memorandum is in response to that request.
We have reviewed our records and have found that we have received
13 applications in 1987 , ll '-of which are pending, 1 withdrawn,
and 1 approved. Currently, there are applications to create
1 ,286 lots.
As required by the General Plan, the applications consist of
Rezonings to Planned Unit Development which include preliminary
and final development plan. In addition, all requests have been
accompanied by tentative maps to create the individual lots.
In almost all cases, we have separated the rezonings from the
final development plan and tentative map. Staff believes that
the separation provides a better opportunity for the East County
Regional Planning Commission and Board of Supervisors to review
the projects for compliance with the provisions of the Oakley
Area General Plan. It further demonstrates to the applicants
that staff and the hearing bodies will carefully scrutinize the
projects for adherence to the Growth Management Plan.
We have received four projects in the Empire Road - Laurel Road
area and have scheduled them on the same evening before the East
County Regional Planning Commission. We are analyzing the
cumulative impacts of the projects and have required the appli-
cants to provide a traffic study, connecting trails and park
facilities. The final development plans for each project will
reflect the modifications as required by the Conditions of
Approval.
Attached please find a detailed list and map of all major pending
projects which have been grouped to indicate the rezoning, final
development and tentative map applications.

In order to set the current activity in context, we reviewed
previous project approvals in the Oakley area. As indicated by
the following table, with the exception of 1986 when the General
Plan was being formulated, there has been consistent activity in
the area. Prior to 1987, 3 ,581 lots have been approved within
the plan boundaries.

Re: Oakley .General Plan
Dear Mrs . McPeak:
During the past several weeks we exercised options to
purchase millions of dollars worth of property in Oakley. We did
so in good faith after hearing the Board, at a meeting several
months ago, reject a request for consolidation of the Oakley
General Plan Amendment with the County General Plan Amendment.
. We were advised that on Tuesday, May 26 , 1987 , at 9: 00 A.M. ,
the Board will now consider rejecting approvals for tentative
map applications pending the completion of the County General
Plan Amendment process. Any reversal of your earlier decision,
which clearly was intended to permit development in Oakley
without the amendment of the County General Plan, will create
severe economic implications for ourselves and many other
developers who relied upon your earlier decision.
We urge you to retain the current status of the developmental
process. Kindly telephone me if I can be of any further
assistance.
