CONCORD OFFICE SPACE LEASE
I . RECOMMENDED ACTION:
Approve a five year lease for approximately 3,500 square feet of office space
at the Willows Office Complex, at an effective rental rate of $1.20 per square foot,
to serve as the new location of the Concord Housing Office and authorize the
Executive Director to proceed with the execution of the necessary documents to lease
this office space once the lease has been approved by County Counsel , as recommended
by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The rental schedule for the five year lease shows $1.60 per rentable square
foot per month, fully serviced. The Housing Authority will receive the first
fifteen months on the five year lease rent free, thereby lowering the overall rental
rate to an effective rental rate of $1.20 per square foot and allowing the Housing
Authority a $16,800.00 yearly savings on rent for the Concord Housing Office. The
rental costs for this office will be charged to the Section 8 Certificate and Housing
Voucher Programs.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On March 8, 1983 the Housing Authority entered into a five year lease with the
County of Contra Costa to lease 1118 sq. ft. of office space at 2425 Bisso Lane in
Concord for use as the Concord Housing Office. Because of the increased number of
Section 8 certificates and new Housing Vouchers which will be serviced by the Concord
Housing Office, this office needs to be expanded. In addition, there is a
possibility that the Concord and Martinez Housing Offices may be combined into one
office to merge application waiting lists. The Housing Authority staff has talked to
the Leasing Division of Contra Costa County to see if additional office space can be
made available at 2425 Bisso Lane. Unfortunately, no space sufficient to serve the
needs of the Housing Authority is available.
Staff has checked the Concord area for other suitable office locations and has
found a very good office building located in the Willows Office Park Complex at
Diamond Boulevard and Willow Way, one block north of Willow Pass Road and across the
street from the Willows Shopping Center. Plenty of parking is available, with a bus
stop located across the street from the office building.

At the present time, the Housing Authority is paying $1.40 per sq. ft. for the
office space at 2425 Bisso Lane. The effective rent for a five year lease term at
the Willows Office Park Complex would be $1.20 per sq. ft. The staff recommends
that approximately 3500 sq. ft. of office space be leased for a five year term to
serve as the new location for the Concord Housing Office, with rental costs charged
to the Section 8 Certificate and Housing Voucher programs. County Counsel is
currently reviewing the proposed office lease.
At its Regular Meeting on Wednesday, May 20, 1987, the Advisory Housing
Commission moved to recommend approval of a five year lease for approximately 3,500
square feet of office space at the Willows Office Park Complex at an effective rental
rate of $1.20 per square foot to serve as the new location for the Concord Housing
Office and authorize the Executive Director to proceed with the execution of
necessary documents to lease this office space once the lease has been approved by
County Counsel .
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the five year lease for
office space at the Willows Office Park Complex the Housing Authority would be forced
to atempt to locate other available office space for the Concord Housing Office which
might not have such favorable features, location and rental terms.
