SUBJECT: APPORTIONMENT OF COUNTY SERVICE AREA R-7 PROPERTY
TAX REVENUES AND PROPOSITION 4 APPROPRIATIONS LIMIT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Apportion . County Service Area R-7 (CSA R-7 ) Property Tax
Revenue and Proposition 4 Appropriations Limit to County
Services Areas R-7 Zone A and R-7 Zone B (CSA R-7 Zone A and
CSA R-7 Zone B) as follows:
PROPERTY TAX PROPOSITION 4
CSA ZONE REVENUE PERCENTAGEAPPROPRIATIONS LIMIT
R-7 A 66. 49% $132,513
R-7 B 31.45% $ 62,679
BACKGROUND/REASONS FOR RECOMMENDATION:
In 1984, following the incorporation of the cities of Danville
and San Ramon, the Board of Supervisors designated most of the
remaining portion of CSA R-7 as either CSA R-7 Zone A or
CSA R-7 Zone B. The two separate geographic areas were
designated to identify . expenditures and revenue related to
each separate area. Property tax revenues were divided on the
basis of the assessed valuation of the two zones within CSA
R-7.
Although the two zones have been functioning as separate
entities with their own advisory boards, with respect to
operations, revenues and budgets, your Board has/ not formally
apportioned property tax revenues and appropriations limits to
the two zones. County Counselhas advised that formal
apportionment of revenues and appropriations limits between
the two zones should be done to corroborate the existence of
the zones as separate entities.
The creation of CSA R-7 Zone A and Zone B in 1984 left a
small portion of CSA R-7 that is neither in Zone A or Zone
B. Separate action will be taken in the future to dissolve
the remainder of CSA R-7 .
