Control of the Solid Wastestream
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Postpone introduction of legislation concerning control of the solid
wastestream via the Solid Waste Management Plan.
FINANCIAL IMPACT

REASONS FOR RECOMMENDATION/BACKGROUND
On September 9, 1986, the Board of Supervisors directed the County
Administrator to work with the County lobbyist to seek legislation to
control the wastestream via the County Solid Waste Management Plan.
The Board also requested coordination and input from the Solid Waste
Commission.
At the December 17, 1986 meeting of the Solid Waste Commission, the
Commission concluded that this type of legislation is not necessary at
this time. The Commission agreed that local agencies should obtain
control of the solid wastestream, but does not feel that it is
necessary, at this time, to jointly exercise that control through the
Solid Waste Management Plan.
The Board on January 13 , 1987 accepted the report from the Solid Waste
Commission and deferred any action on the legislation until solid
waste questionnaires, as requested by County Mayors Conference, were
returned by the cities and sanitary districts. At the February Mayors
Conference meeting staff reported on the result of the questionnaires
returned. The Mayors Conference referred the results of the survey to
the Landfill Siting Task Force. Fifteen out of a possible twenty six
responses were received from cities and sanitary districts.

Based on the responses to the survey, which included the question
concerning control of the wastestream, our department feels that the
Solid Waste Commission recommendation does not need to be changed.
There does not appear to be a strong feeling the wastestream needs to
be controlled via the Solid 'Waste Management Plan.
This issue has been discussed by the Board and the Solid Waste
Commission many times. Staff feels that control the wastestream will
occur contractually between cities and operators of transfer stations
and landfills. These contracts will have to be in conformance with an
existing County Solid Waste Management Plan. Staff feels that there
is adequate control of the wastestream through the existing County
Solid Waste Management Plan process and even if legislation were
introduced, existing contracts could not be superseded.
