SPECIFIC REQUEST(S) OR RE'COMMENDATION(.S) a BACKGROUND AND JUSTIFICATION

I. RECOMMENDED ACTION:
Transfer Norman Bettencourt, Fingerprint Examiner, City of
Richmond, and his position to County service effective June 1 ,
1987 with the seniority status, pay level, anniversary dates,
vacation and sick leave accruals, position title and employee
number as set forth in the attached document which is
incorporated herein by this reference. Classify transferred
position to merit system class of Senior Fingerprint Examiner
( 64SH) effective same date.
II. FINANCIAL IMPACT:
The salary and benefits of Mr. Bettencourt will be reimbursed
by the City of Richmond for the remainder of Fiscal Year
1986-87. Beginning July 1, 1987, the City of Richmond and
the County will share these costs 50-50 up to the time of
formal implementation of CAL-ID (estimated 1/1/88) . After
that time Mr. Bettencourt' s salary and benefits will be
shared jointly by the Counties and Cities participating in the
program.
III. REASONS FOR RECOMMENDATION:
The Board of Supervisors and the various cities in the county
have expressed their support for the CAL I.D. program. The
program requires Contra Costa County to establish a Central
I.D. Bureau for the County and associated cities in
conjunction with the CAL I .D. program. Currently the only
Fingerprint examiner employed by the participating cities is
Norman Bettencourt of the City of Richmond. With the advent
of CAL I .D. , the City of Richmond will no longer require a
Fingerprint Examiner, as these functions will be performed by
the Central Identification Bureau (CIB) .

Since the County is absorbing these functions into a Central
Identification Bureau, it is appropriate to transition the
City of Richmond employee into a permanent position in the
central bureau. The City of Richmond has agreed to this
personnel transaction. This will maintain the fingerprint
expertise of Mr. Bettencourt within the county structure.
IV. BACKGROUND•
Senate Bill 190 (Chapter 1234, Statutes of 1985) established
the CAL-ID/RAN Program in the State of California. It
required the Department of Justice to provide for the
implementation of a computerized system of retaining
fingerprint files, identifying inked and latent fingerprints
and furnishing local agencies with direct access to those
files.
As a Full Use Access Agency, Alameda-Contra Costa' s Regional
CAL-ID network will prove to be an extraordinarily powerful
tool to help law enforcement protect our citizens and solve
crimes. The FUAA is capable of matching fingerprints of
persons with criminal files within the Region, as well as
accessing Department of Justice files in Sacramento. CAL-ID
will make it possible to rapidly identify all arrested
persons, regardless of aliases. This will minimize the
possibility of releasing wanted persons from custody. Also,
police will be able to determine if an arrested person can be
linked to other crimes, by comparing inked fingerprints with
latent fingerprints left at other crime scenes. Most
importantly, previously unsolvable crimes can be solved from
"cold" searches of fingerprints left at the scene of a crime.
Criminals will be identified early in their careers and
arrested through latent prints before they can commit more
crimes.
The projected staffing of CAL ID includes four new fingerprint
examiners in the central Contra Costa Bureau. Transferring
Mr. Bettencourt into the Bureau will allow for a transition of
professional expertise at a critical time in the development
of the I .D. Bureau.
V. CONSEQUENCES OF NEGATIVE ACTION:
CAL ID has been approved in Contra Costa County by the Board
of Supervisors. It is extremely difficult to hire skilled and
experienced certified latent print examiners, due to the
introduction of CAL ID statewide. The success of the program
in Contra Costa County depends on our being able to hire
qualified latent examiners, as there is no training time
available. Mr. Bettencourt is fully trained and certified and
his expertise will help ensure the success of CAL ID in this
county.
