HomeMy WebLinkAboutMINUTES - 05191987 - S.3 5� THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 19, 1987 , by the following vote: AYES; Supervisors Fanden, Torlakson, Schroder NOES; None ABSENT; Supervisors Powers, McPeak ABSTAIN; None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT; Camino Tassajara Supervisor Robert Schroder advised that it had come to his attention, after the agenda had been posted, that Alameda County had announced its intention to close the Alameda County portion of Camino Tassajara. He stated that he has been meeting with staff of Contra Costa County, Alameda County and the cities in . the area in an attempt to resolve the problems of excessive speed and truck traffic on Camino Tassajara. He commented on the importance of continuing to seek a resolution of these problems. Board members unanimously agreed that there was a need to take action at this time. Oe u S - Mr. Edward Campbell , Chair Rd. #4721C Alameda County Board of Supervisors 1221 Oak Oakland, CA 94612 Dear Ed: I want to thank you for continuing your decision on the truck issue on Tassajara Road to allow time for us to work out a solution to the problem. We have talked about many possibilities, and I think it may be better for me to put my thoughts in writing and use that as a basis for our discussion. First, let me assure you that I am just as concerned about the truck traffic as you are, and during the last 6 months, I have worked to reduce the number of trucks on that road significantly. While, ideally, we would like to see no trucks on Tassajara Road, practically, trucks will be on the road. There are local delivery trucks that are exempt from load limits and Tassajara Road is a Federal Aid Highway. My view is that if the truck traffic will ,be shared by all three major routes (Tassajara Road, Crow Canyon Road and Sycamore Valley Road) to the area, the burden Will be spread out and the safety on all three routes will be improved. For this reason, I placed a load limit on the section of Camino Tassajara between Blackhawk Road and Blackhawk Drive. This load limit effectively excludes trucks going to Danville and San Ramon, where most of the construction activities are currently underway. Our monitoring of the truck flow in the area shows that presently, Sycamore Valley Road is carrying the bulk of the truck traffic rather than Tassajara Road. In fact, the most recent count shows that there are less than 9 trucks per hour during normal working hours on Camino Tassajara at the County line. I also recognize that even if all three routes will share the traffic proportionally, Tassajara Road, being the least improved road, will not be able to support the level of truck traffic created by future developments. Consequently, I insisted on a construction mitigation measure for Camino Tassajara as well as Tassajara Road. We are requiring each new development to contribute $477 per dwelling unit toward the rehabilitation and repair of Camino Tassajara and Tassajara Road. We estimate that about $1.9 million dollars will be collected from proposed future developments for upgrading the structural section of the road. Mr. Ed Campbell May 22, 1987 Page Two On a mileage oasis, we have offered $700,000 (37%) to Alameda County as your share of the construction mitigation funds from the developer. My staff has indicated to me that this amount will be adequate to place a thick asphalt overlay on Tassajara Road so that it will withstand the truck traffic generated by the proposed developments. To address your concern that the fees will not be collected in time to fix the road, we have looked into how we can advance the necessary funding now. I have two suggestions. The first one is for Alameda County to fund the project now using FAS funds. As- we collect the mitigation fees, Alameda County will receive its proportional share of the fees. Our engineering staff estimated that a 0.4-foot asphalt overlay costing about $400,000 will be adequate for now. The amount that you receive over and beyond the project cost could be used toward additional maintenance needs and to repay your interest cost for advancing the funds. The repayment fees, up to the loan amount plus interest, can then be used on other roads and will not be restricted to Federal Aid Secondary roads. The second alternative is for us to bond the $1.9 million using ABAG's credit pool program. I have instructed staff to work with your staff to implement the above if either proposal is acceptable to you. I have also instructed staff to prepare the necessary study to place Camino Tassajara on the radar speed enforcement list. Staff has reported that the necessary study has been completed, and we anticipate the California Highway Patrol to start radar enforcement sometime during the week of May 25th. I have also requested that the California Highway Patrol increase their presence on Camino Tassajara to enforce the speed and the load- limits. Captain Oliver has been most cooperative. As you can see we are working to solve the problem. Judging from the recent truck count, the problem is being solved.
