That it would be 'a one-year program with a sunset clause to expire June 30, 1988. 2 . That the program would have specified program goals related to finding additional child care resources, related to the number of employees served and achieve`ient of reduced absences resulting from the program. 3 . That the Personnel1 Director be directed to return to the Finance Committee by August 1 recommending a performance standard' against which to measure the Contra Costa Children' s Council. 4. That the contract be implemented effective July 1 1987 . S. That the contract ' be reduced if money used for child care under the State-funded GAINI; program is successful in recruiting additional providers. 6. That the Personnel Director be authorize to negotiate an amount lower than $72, 000 included in the proposal. FINANCIAL IMPACT: The financial impact 'of these recommendations is unknown, since the Personnel Director is ',lAuthorized to negotiate an amount lower than the proposed amount of $721,000 . However, any amount negotiated would reduce the amount otherwise Ilavailable for employee salaries and benefits in 1987-1988 . BACKGROUND: On May 11, the Finance Committee dealt . with the issue of child care resource and referral. Would the existing contract with the -Children' s Council be amended to include County employees; and- 2-. Whether an amount lower than proposed could be negotiated with Children' s Council. - The Finance Committee heard reports from the Personnel Director and County Administrator on these issues at their meeting of May 11. Regarding contracting, it was felt by both- the Social Services Department and the Personnel Department that a separate contract administered by the Personnel Director would be -preferred. to amending the current contract with the Social Services Department. This --is because the services are not the same and because the performance measurements would be done by the Personnel Department. Related to financing issues, the Finance Committee felt it would be appropriate to negotiate an amount lower than $72,000. Concerns were expressed about that amount, due to the overall funding constraints facing the County. The Finance Committee did determine that the appropriate funding source would be the employee benefits budget, effective in 1987-1988. The Committee also felt that in order to understand whether the money spent was worth it with all other things considered, that it would be , important to develop performance goals for the program which could be evaluated before any renewal would be considered by the Board. For this reason, a sunset clause of June 30, 1988 is recommended. It was also recommended that the Personnel Director be directed to return to the Finance Committee with recommendations about performance goals which should be monitored by' that department. Finally, it was felt that the child care component of the GAIN Program might be successful in recruiting additional providers. Should this be the case, the need for a special program for County employees would be reduced. For this reason, it is recommended that a clause be negotiated to reduce services if additional providers are identified through the GAIN Program.
