SUBJECT: PROGRAM FOR ABANDONED VEHICLES
SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AM JUSTIFICATION
RECOMMENDATION:
Accept this report on the Abandoned Vehicle Program and approve contracts
with McHugh' s Auto Wrecking and Pinole Rodeo Auto Wreckers to provide
abandoned vehicle removal.
FINANCIAL IMPACT:
Approval of the contracts will authorize payment of $30 for each abandoned
vehicle removed. It is estimated by County staff and the Highway Patrol
that approximately 2500 to 3000 abandoned vehicles exist within the County.
BACKGROUND:
Ordinance 86-58 charged the Building Inspection Department with the
responsibility of administering an Abandoned Vehicle Program. A full-time
building inspector, a part-time code enforcement consultant, and a
half-time clerk have been employed to administer the program. To date,
over 200 vehicles have been identified for removal.
Recently an RFP was sent to over 40 different towing companies. Only one
company responded and was turned down by staff because of inadequate
vehicle storage area and insufficient insurance coverage.
Staff of the County Administrator' s Office working with Building Inspection
determined that payment for removal of vehicles would be necessary to make
it economically viable for towing companies to participate in this program.
It was determined that $30 per vehicle provides a fair rate of return.
The two companies recommended for contracts meet all county criteria and
have indicated a desire to immediately begin vehicle removals. Lack of an
abandoned vehicle program has been of concern to the Board, county staff
and the public. Approval of these contracts puts such a program into
effect.

The Board approved the recorrmiendation as noted above. In addition, on recommendation of
Supervisor Fanden, the Board referred to the County Administrator the issue of lower fees for
towing services being paid by the City of Brentwood. The Board also requested the County
Administrator to report to the Board on the status of legislation relating to abandoned
vehicles.
