RECOMMENDED ACTION: Approve submission of letter to the Department of Housing and Urban Development expressing the intention of the Housing Authority of the County of Contra Costa to use the $100,000 in security-related Comprehensive Improvement Assistance Program funding for the continuation of security guard services at E1 Pueblo, CA011005, Pittsburg, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Department of Housing and Urban Development will allow $100,000 of the Comprehensive Improvement Assistance Program funding granted for modernization of El Pueblo in its $1,715,204 Phase I allocation to be used for security-related tenant services. III . REASONS FOR RECOMMENDATION/BACKGROUND: The original Comprehensive Improvement Assistance Program budget requested $168,000 for the provision of security guard services at E1 Pueblo. The Department of Housing and Urban Development requested justification from the Housing Authority for the provision of security guards at El Pueblo. After furnishing justification, HUD determined that only $50,000 would be available for security-related services. Further correspondence with HUD and a meeting Advisory Housing Commission members and staff held with Julian Fitzhugh and Arthur Kontura of HUD, resulted in an increase from $50,000 to $100,000 for tenant security-related services for the first year of the comprehensive modernization of El Pueblo. In their letter of February 25, 1987, increasing the tenant security-related services funding, HUD requested that a work program for allocating the $100,000 to both the security service and other identified security-related tenant services be submitted to them for review and approval . On Monday, April 20, 1987 the Advisory Housing Commission endorsed that recommendation and unanimously voted to request that the Board of Commissioners approve submission of a letter to HUD expressing its intention to use the $100,000 in security-related CIAP funding for the continuation of security guard services at E1 Pueblo. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to approve the submission of a letter of its intent to use the of the $100,000 in security-related tenant services funds for the continuation of security guard services at E1 Pueblo, CA011005, Pittsburg, HUD could, again, reduce the funding amount to $50,000.
