SUBJECT: Contra Costa Alliance for Aviation Request for Allocation of Space at
Buchanan Field Airport
Specific Requests or Recommendations & Background & Justification
I. RECOMMENDED ACTION:
AUTHORIZE the Public Works Director to direct that the master planning
consultant allocate space at Buchanan Field Airport for a facility for
Contra Costa Alliance for Aviation (CCAA) .
II. FINANCIAL IMPACT:
The Contra Costa Alliance for Aviation (CCAA) would be allocated the space
at no cost. Financial impact would be a potential loss of -revenue to the
Airport for the allocated space at the rate for that space at the time of
construction of the CCAA facilities.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Contra Costa Alliance for Aviation (CCAA) is an organization of non-
profit groups currently operating at the Airport. The CCAA includes the
Civil Air Patrol , the Ninety Nines and Mt. Diablo Pilots Association.
These organizations are presently conducting their activities at a variety
of locations on or in close proximity to the Airport. In the foreseeable
future, it is anticipated that the Civil Air Patrol (CAP) will have to be
relocated. The CAP is currently operating from a very old military Quonset
but on the west side of the Airport. This is in a location which will be
developed for other airport uses.

The Civil Air Patrol is a highly valuable asset to the Airport, as well as
the County. The Civil Air Patrol not only provides a Vary high percentage
of all search and rescue work in the United States, but also has an
excellent program for their cadets. The other non-profit organizations
belonging to CCAA also provide valuable services and input directly to the
Airport. These organizations are essential in implementing some of the
Airport goals, such as noise abatement programs and safety programs.
CCAA has requested that space he allocated on the Airport for eventual
development Of a common use building including offices, meeting rooms and a
small hangar. If approved, this building would be developed in accordance
with Buchanan Field Airport Development Standards. They would operate
strictly as a non-profit organization and would not compete directly or
indirectly with any of the commercial aviation businesses On the Airport.
This facility will also provide as a potential major focal point for
emergency activities should they be needed.
The Aviation Advisory Committee has evaluated the request Of the CCAA. The
Aviation Advisory Committee recommends that the master planning consultant
be directed to include space for CCAA's hangar/Offices in the upcoming
Master Plan. The space should be allocated and tentatively ide'ntified as a
no cost allocation to CCAA for the space only. The AAC further recommends,
however* that the County not incur any expense for this development other
than the allocation of the space. The AAC also recommends that a lease he
entered into and the building to be built within two years of completion of
the Master Plan unless further approval for extension Of time is granted by
the Board of Supervisors after further review. Total space allocated to he
based upon a determination of need and availability by the master planning
consultant. The lease with CCAA would be negotiated after completion of the
Master Plan and the County would not be committed to space except in concept
until the lease was approved . The Aviation Advisory Committee also
recommend that in light of its emergency services that consideration should
include the American Red Cross in the same building.
The Public Works Department concurs with the recommendations of the AAC.
