SUBJECT: Adoption of 1987-88 County Short-Doyle Annual Plan
for Mental Health Services (Part A)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
a . Approve and adopt the FY 1987-88 Contra Costa County Short-
Doyle Annual Plan for Mental Health Services (Part A) , and
b. Authorize the Health Services Director or his designee
( Stuart McCullough) to submit said Plan to the State
Department of Mental Health .
II . FINANCIAL IMPACT :
This Annual Plan (Part A) represents a summary presentation of
expected expenditures of County, State , and Federal funds and
anticipated revenues for mental health services in FY 1987-88
(excluding "Rollover" activities) . The Part A Plan Budget
Summary includes :
a . A total State Short-Doyle Allocation of $11 , 63214579
including :
( 1 ) A $156 , 000 increase in State funds for a new residen-
tial treatment service for children (6-bed group home) ,
and
( 2) A $142 , 126 increase in State funds to annualize new
mental health services that were begun mid-year in
FY 86-87 (Canyon Manor Fund Transfer) .
b. A $88 , 855 increase in County funding for the 10% match
required for :
( 1 ) ; The two funding increases shown above, and
(2) The $328 , 2.76 categorical allocation of State funds for
Supplemental Residential Care Services (under SB 155) 9
and the $173 , 293 categorical allocation of State funds
for Special Education Pupils (SEP under AB 3632) ;
these categorical allocations did not require a County
match in FY 86-87 .

C . A 1000-day reduction in the County' s allocation of State
Hospital Lanterman-Petris-Short (LPS) Inpatient Days from
35, 220 to a new total of 34 , 220 days .
The State allocation , includes no cost-of-living or equity
adjustments for FY 87-88 . While adoption of the Part A Plan
does not obligate the County to make any expenditures , sub-
mission of the Plan and approval by the State are required for
the County to continue to receive Short-Doyle payments from the
State as of July 1987 .
III . REASONS TOR RECOMMENDATIONS/BACKGROUND :
Adoption of the Part A Plan and submission to the State are
required by Section 5650 of the Welfare and Institutions Code .
This Plan was reviewed and approved by the County' s Mental
Health Advisory Board at its meeting on April 23 , 1987 (as shown
by Form 1 . 2A in the Plan) .
