are i n conformance with the new General Plan . Public Works
recommends that these new developments be required to annex to.
the Oakley Area of Benefit. The new development allowed by the
General Plan will contribute substantially to traffic problems in
Oakley and should be required to pay towards mitigating their
off-site road impacts .
IV. CONSEQUENCES OF - NEGATIVE ACTION
Negative action could result in a shortfall of funding necessary
to implement the Circulation Element of the General Plan. If new
developments are , not required to annex . to the Oakley Area of
Benefit, they may, or may not be conditioned to mitigate their
off-site traffic impacts . Requiring developments to annex will
provide an equitable means to collect traffic mitigation fees .
