SUBJECT:
FUNDING FOR WILDCAT AND SAN PABLO CREEKS
SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1. Accept this report.
2. Approve continuation of Wildcat and San Pablo Creeks Project with the
inclusion - of a trapezoidal rock channel section on Wildcat Creek
contingent upon funding sources outside the County being identified.
3. Direct staff of Public Works and Community Development to develop
funding strategies which specifically include the East Bay Regional
Park District, Coastal Conservatory, Flood Control District, Contra
Costa- County Redevelopment Agency, , and Special District Augmentation
Fund.
4. Authorize Chair to execute letter to East Bay Regional Park District
Board of Directors encouraging financial assistance of $115,000 in
connection with this project.
5. Direct Public Works Director to report back to the Board by its June 2
meeting on status of funding strategy and identification of the
possibility and practicality of new revenue sources to continue the
project.
6. Direct staff to pursue legislative alternative in securing future
funding to support financing strategy of project.
FINANCIAL IMPACT:
The authorization to implement the trapezoidal rock channel will require an
additional $115,000 and on annual maintenance cost of $3 , 500. This is
addition to $300,000 previously committed but not funded because of en-
hancements and additional right-of-way purchases necessary to complete this
project.
Providing the aforementioned funds through suggested funding sources may
require reduction in Flood Control District projects and the scope of the
North Richmond Redevelopment Agency efforts.

REASONS FOR RECOMMENDATION/BACKGROUND:

During its May 5, 1987 meeting, the Board of Supervisors accepted a report
from the Public Works Director which indicated actions to be taken related
to the appropriate design of a channel section on Wildcat Creek. The Board
directed the County Administrator to pursue further potential revenue
sources which supported the. concept of a trapezoidal rock channel.
This type of channel had been recommended by the Wildcat and Pablo Creek
Project Design Team. The team indicated their preference for this concept
encompassing the environmental enhancements which the project has sought to
continually incorporate.
Staff of the County Administrator have met with Public Works and Community
Development staff as well as representatives for Assemblyman Campbell' s
Office and the East Bay Regional Park District to discuss possible funding
strategies. Such strategies would allow for the inclusion of the trapezoi-
dal rock channel section on Wildcat Creek. Staff from the park district is
prepared to recommend to their Board that trust funds be made available to
fully fund the $115,000 enhancement.
A variety of funding strategies were discussed for the remaining $300, 000
shortfall. Such strategies are as follows:
0 Secure funding through monies provided by new and/or renewed legisla-
tive action. Such legislation would be championed by Assemblyman
Campbell.
O Provide through the North Richmond Redevelopment Agency a loan to
supplement the funding necessary for the trapezoidal rock channel,
based on the concept that because of improvements made, the North
Richmond Redevelopment area will receive certain amenities which
embellish the attractiveness of the North Richmond area to possible
development.
O Allocate money from the Special District Augmentation Fund for the
next 2-3 years, with a possible reduction in expenditures normally
needed for other special district operations.
O Reduce the Flood Control District appropriation for the next 2-3 years
to secure funding of the project. Such funding could reduce the scope
of the various flood control projects either presently ongoing or
future enhancements.
A combination of these alternatives should be pursued to make up the
$300 ,000. Provision of the additional $115 ,000 will provide project
integrity throughout the entire Wildcat and San Pablo system. The
endorsement of the project as a trapezoidal rock channel section would
accomplish that integrity.
