SUBJECT: Contract Amendment for Legal Consulting Services
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and authorize the Executive Director or his designee to
execute the attached amendment to an existing contract between the
Redevelopment Agency and Goldfarb & Lipman for legal consulting
services in connection with the Pleasant Hill BART, North Richmond
and West Pittsburg Redevelopment Projects. (Contract No. RA 86-26,
on file with the Clerk of the Board of Supervisors) .
FISCAL IMPACT
The amendment increases the payment limits on the contract by an
additional $40,000 through the term of the contract ending June 30,
1987 ,
BACKGROUND/REASONS FOR RECOMMENDATIONS
On August 5, 1986, the Agency entered into an agreement with
Goldfarb & Lipman to provide for legal services to the Agency in
connection with the Pleasant Hill BART Station Redevelopment
Project, and proposed North Richmond and West Pittsburg
Redevelopment Projects.
Contractual limits have been reached and it is apparent that
additional services will be required prior to the end of the fiscal
year. Additional work includes the implementation of various
agreements and property conveyances and work associated with the
implementation of the North Richmond and West Pittsburg
Redevelopment Project Areas. It is anticipated that an additional
$40,000 of contract authority will be sufficient to 4carry, he
Agency through the end of the fiscal year.

CONTRA COSTA COUNTY REDEVELOPMENT AGENCY
AMENDMENT TO CONTRACT FOR REDEVELOPMENT LEGAL AND CONSULTING SERVICES
That certain agreement effective July 1, 1986, by and between the Contra
Costa County Redevelopment Agency and Goldfarb & Lipman, a partnership,
is hereby amended as follows:
Section 1 . 2 Purpose
The Contra Costa County Board of Supervisors adopted the Redevelopment
Plan for the Pleasant Hill BART Station Area Redevelopment Project, by
Ordinance No. 84-30, dated July 10, 1984, and accepted the North Richmond
Area Redevelopment Project Boundaries and Preliminary Plan by Resolution
No. RA 86-7 , on December 16, 1986, and the West Pittsburg Area Redevelop-
ment Project Boundaries and Preliminary Plan by Resolution No. RA 87-3 on
January 20, 1987 . The Agency desires to employ the Contractor to provide
special legal services in connection with these projects.
Section 2. 2 Additional Projects
In addition to services provided in connection with the Pleasant Hill
BART Station Area Redevelopment Project, the North Richmond Area Redevel-
opment Project, and the West Pittsburg Area Redevelopment Project,
Contractor shall provide legal services as requested and directed by the
Executive Director of the Agency, or his designee, in connection with
other potential Redevelopment projects in the unincorporated areas of the
County.
Section 3 . 1 Basic Fee
The Contractor shall be compensated at the following hourly rates for the
provision of all services set forth in Section 3 . 2 :
Partner $135
Associate $110
Paralegal $ 50
The Parties estimate that the compensation for the services set forth in
Section 2.1 shall not exceed ( $120,000) . This amount does not include
services rendered by Agency staff, consultants hired directly by the
Agency or consultants hired by the Contractor with prior written authori-
zation by the agency. The contractor will not bill the Agency in excess
of $120,000 for the provision of Basic Services without. a. written amend-
ment of this section 3 . 1.
IN WITNESS HEREOF, the Agency and contractor have executed this amendment
