Aq y 1, 1987 -- @1 r^' 'q/ SUBJECT: Conflict of Interest Code for the Grand Jury �,J�,JI,�' Ily SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommended Action: Order that the Contra Costa County Grand Jury formulate a Conflict of Interest Code as required by Government Code Sections 87300 and following, and that the Grand Jury shall submit the code to the Contra Costa County Board of Supervisors for review not later than June 30 , 1987 . Background: The Grand Jury has recently been found to be a local agency under the Political Reform Act' s conflict of interest provisions (Government Code sections 87300 and following) . RECOMMENDED ACTION: Allocate $10,000 for participation in the Antioch Babe Ruth Baseball Light Project contingent upon execution of an agreement that the Antioch Babe Ruth Baseball League will waive, for three years, the payment of registration fees for any young person who lives in any public housing development or with a family served by the Section 8 programs administered by the County Housing Authority and will conduct an aggressive three year recruitment effort in public housing developments and among youth who live with families served by the Section 8 programs administered by the Housing Authority of the County of Contra Costa, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The $10,000 requested by Antioch Babe Ruth Baseball for use in its light project will be funded through the Housing Authority' s Management Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND: Antioch Babe Ruth Baseball had requested $50,000 for its light project through Community Development Block Grant. Due to budgeting restraints, that request was later revised to $35,000. The Board of Supervisors and the City of Antioch have each agreed to contribute $12,500 toward the light project. After a meeting held in Supervisor Torlakson's office on February 17, 1987, Antioch Babe Ruth Babeball requested the Housing Authority's support of its light project, and proposed that an agreement regarding recruitment and waiver of registration fees could be reached with the Housing Authority. Execution of agreement that the Antioch Babe Ruth Baseball League will waive the payment of registration fees for any young person who lives in any public housing development or with any family served by the Section 8 programs administered by the County Housing Authority. This waiver of fees will be for a three year period. 2. The Antioch Babe Ruth Baseball League will conduct an aggressive recruitment effort in public housing developments and among youth who live with families served by the Setion 8 programs administered by the County Housing Authority to encourage youngsters to play in the Antioch Babe Ruth Baseball League. This recruitment effort will be held on an annual basis for each of the next three years. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not allocate the $10,000 for participation in the Antioch Babe Ruth Baseball Light Project, youth served by Housing Authority programs would be denied an opportunity to participate in the Antioch Babe Ruth Baseball League.
