NOES: None. ABSENT: None . ABSTAIN: None . SUBJECT: Urging the United States ) RESOLUTION NO. 87/ 267 Congress to Adopt a National ) Housing Policy Reaffirming A ) Stong Federal Role in ) Stimulating Affordable ) Housing Opportunities ) WHEREAS, the Federal Government has long enunciated the goal of a decent home and a suitable living environment for all Americans; and WHEREAS, until 1981, Federal expenditures for stimulating the production of new affordable housing had steadily increased; and WHEREAS, since 1981, Federal expenditures to stimulate production of new affordable housing for low and moderate income persons have drastically declined by over 700; and WHEREAS, during this time, local housing finance agencies have tried to fill the gap through issuance of tax exempt bonds and other means to provide financing for affordable housing; and WHEREAS, THE 1986 Tax Reform Act, drastically curtails the ability of local housing finance agencies to issue tax exempt bonds to finance new affordable housing for low and moderate income persons, as well as, discouraging investment in such housing by eliminating most tax incentives; and WHEREAS, there continues to be an overwhelming need for direct Federal expenditures for the acquisition, construction and rehabilitation of affordable housing; and WHEREAS, over 30,000 additional low and moderate income families are required to be housed in Contra Costa County by 1990; and WHEREAS, over 30,000 of the existing households in Contra Costa County overpay for housing, live in overcrowded conditions, or live in substandard structures.
