SUBJECT: Authorize the Issuance of a Warrant to the Treasurer of the United
States for the Upper Pine Creek Channel , Flood Control Zone No. 3.

I. RECOMMENDED ACTION:
AUTHORIZE the County Auditor-Controller to issue a warrant in the amount of
$100,000.00, payable to the Treasurer of the United States , as the
District's share of contributed funds other costs, for the period April
1987 through June 1987, for the Upper Pine Creek Channel , Project No. 7520-
6B8621.
II. FINANCIAL IMPACT:
At this time the Flood Control District is required to make third quarter
FY 1987 payments for the Upper Pine Creek Channel as follows:
7.4 percent required project cost $74,400.00
Contributed funds other 25 600.00
TOTAL $ 03 :000.00
The amount of $23,040.00 is reimbursable from the California Department of
Water Resources.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By resolution dated January 21, 1958, the Board of Supervisors of Contra
Costa County gave assurances of local cooperation to the Corps of Engineers
for the Walnut Creek Project. Among these assurances are requirements to
pay in cash 7.4 percent of the Federal project construction cost and to
provide for the relocation of all roads, bridges and utilities required for
the project. The Corps of Engineers has agreed to include relocation work
in the Federal project at 100 percent local cost to be paid as "Contribu d'
Funds Other."

M. REASONS FOR RECOMMENDATION/BACKGROUND: Cont'd.
Under current State law the local cost of relocation work required for the
Upper Pine Creek Project is 90 percent reimbursable by the Department of
Water Resources.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to authorize the issuance of a warrant would be cause for the Corps
of Engineers to stop further work on the Upper Pine Creek Project.
