That the Health Services Department evaluate the comments and suggestions submitted by those participating in this program and report to the Resources Committee by May 3 , 1987 . That included in this report is a list of those stations in East County that have been contacted to join this program. BACKGROUND: On February 24, 1.987 I submitted a Board Order requesting that the Contra Costa County Health Services Department actively recruit East County Stations in our Automobile Oil Oil Recycling Program. A survey was sent to all the stations listed as serving the residents of Northern, Central, Western and Southern Contra Costa County. Volume increased in recent monts . Increase due no charge on our part. Oil recycling done at the center is just residential. When the price of petroleum & gas goes back up the price of crude might also . Then the recyclers will have a need for uses oil- being cheaper. If this survey is a forerunner of licensing, inspection , fees or governmental interference. You may consider me a former used motor oil recycler. People are not aware waste oil is toxic, Stations that accept waste oil need better signs & etc. We do not know and have no way of knowing if what we are accepting is really waste oil. New regulations make it more difficult to accept waste oil. Would be glad to help County with the program. No Name Yes . 25¢ Need better posters to encourage youth. in participating. Train the youth, younger adults are conditioned to pour waste along our roadways . I believe dealers are for your program. since we have to keep a exact inventory ' or toxic materials- accept- ing oil from people has become a problem.
