SUBJECT: Authorize Public Works Department to Enter Into Negotiations with Cal West
Airlines to Provide Scheduled Commuter Airline Service Between Buchanan Field
Airport and San Francisco International Airport
Specific Requests or Recommendations & Background & Justification
I. RECOMMENDED ACTION:
AUTHORIZE the Public Works Department to enter into lease negotiations with Cal West
Airlines for commuter airline service between Buchanan Field Airport and San
Francisco International Airport.
II. FINANCIAL IMPACT:
The financial impact is undetermined at the present time, however, the lease terms
would be similar to that with Pacific Southwest Airlines. Cal West Airlines would be
required to pay a landing fee based upon the gross weight of aircraft operated.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Public Works Department has received a request from Douglas P. Serpa, President
of Cal West Airlines, indicating their desire to begin scheduled commuter airline
service from Buchanan Field Airport to San Francisco International Airport on or
about June 1 , 1987. Cal West Aviation, which is the parent company of Cal West
Airlines, has been operating a charter business out of Buchanan Field Airport for the
past 13 years. Cal West Aviation is one of the largest charter operators in
California . Cal West Airlines will be operating essentially the same airplanes as
Cal West Aviation has been operating out of Buchanan Field Airport. Cal West
Aviation has been operating over at least the past five years with very few or no
recorded noise complaints.
The Aviation Advisory Committee heard a presentation by Cal West Airlines at their
regularly-scheduled and public-noticed meeting of March 24, 1987 . The AAC accepted
public discussion on the proposed service and all comments were duly noted.

Cal West Airlines President, Doug Serpa, indicated in his presentation to the AAC
that they were prepared to comply with the requirements of the proposed Access Plan.
He felt that it was quite important for a new airline to be able to start at the peak
of the traveling season and when the weather was good. Mr. Serpa further indicated
to the AAC that Cal West Airlines was negotiating final agreements with TWA and other
airlines on joint fare agreements. He anticipated that Cal West Airlines will likely
operate as Trans World Express at a later date. He felt that this would be a major
asset to central Contra Costa County.
Joe Campbell , Chairman of the Chamber of Commerce Aviation Committee, advised the
Committee that the Chamber of Commerce Board of Directors unanimously supported the
proposed service by Cal West Airlines.
The Aviation Advisory Committee unanimously recommends that the Board of Supervisors
authorize the Public Works Department to enter into lease negotiations with Cal West
Airlines which would allow a start-up date on or about June 1 , 1987.
