FROM: Phil Batchelor Contra
County Administrator

DATE: April 1, 1987 County
SUBJECT: ' "'
Legislation: Assembly Bill 427 (Floyd)
SPECIFIC •REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position of support for AB 427 by Assemblyman Floyd which
would delete the current January 1', 1988 sunset provision
providing for the Vietnam Veterans Memorial . Commission, thereby
extending the life of the Commission indefinitely.
BACKGROUND:
Existing law, which will be repealed on January 1, 1988, provides
forthe Vietnam Veterans Memorial. Commission .and directs the
commission to establish 'a schedule for the design, construction,
and dedication of a memorial to California' s Vietnam veterans on
the grounds of the State Capitol. Funds received by the
commission from private contributions for the memorial are
required to be deposited in the Vietnam Veterans Memorial Account
in the General Fund and are appropriate to the commission without
regard to fiscal years.
AB 427 would delete the repeal of these provisions on January 1,
1988, thereby extending their duration indefinitely. The
commission has not yet completed its work and probably will not
do so by the end of this year. An extension of their authority
will allow them to complete the work they have been charged by
the Legislature with completing.
