THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 28, 1987 by the following vote:
AYES: Supervisors Powers, Fanden, Torlakson and McPeak
NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None
SUBJECT: Hearing on Application by Pacific Rim Equities,
Inc. to Rezone Land (2702-RZ) and Development Plan
Approval ( 3059-86) in the Pacheco/Pleasant Hill
Area.
This being the time for hearing on the recommendation of the
Contra Costa County Planning Commission with respect to an
application filed by Pacific Rim Equities, Inc. (applicant and
owner) to rezone a .92 acre parcel from Single Family Residential
District (R-7 ) to Planned Unit Development (P-1) ( 2702-RZ) ,
together with an application for development plan. approval
( 3059-86) in the Pacheco/Pleasant Hill area.
Karl Wandry, Assistant Director of Community Development,
presented the staff report and commented on the Planning
Commission recommendation of approval for the rezoning and
development plan.
The Chairwoman opened the public hearing. The following
people appeared to speak:
George Dedekian, Architect, 374 17th Street, Oakland,
representing Pacific Rim Equities, Inc. , the applicant;
Dorothy Elsenius, 35 Via Peralta, Pacheco, President of the
Pacheco Town Council, commented in favor of the project and
speaking for herself, as an individual, felt the project would
improve the neighborhood and increase the property values;
Jay M. Boersema, 116 Sahara Drive, Pacheco, commented the
project was okay but improvements were needed;
David Squires, 106 C Street, Pacheco, expressed concerns
about the project including the traffic, and the building design;
Bertha Mayer, 113 First Avenue South, Pacheco, appeared in
opposition to the project and expressed concerns including the
location of the Pacheco School on the zoning map presented for
the project and the traffic created by the parents and the school
busses taking children to the school, the vote of the Planning
Commission, and requested information on one of the houses being
donated to the Pacheco Town Council in lieu of fees and who would
pay for the moving and necessary renovation;
Ruth Serra, 118 C Street, Pacheco, commented that she was
not opposed to the project but expressed her concerns including
the long continuous building design of the project, and parking
around the development;
Robert Henry, 374 17th Street, Oakland, representing Pacific
Rim Equities, Inc. , spoke on the research involved in this
project;
George Dedekian spoke in rebuttal addressing various
concerns on the issues including building design, distance of the
project from the property line, the Pacheco School and traffic,
parking spaces, and the Planning Commission decision;
Supervisor Powers inquired if something in the form of
. landscaping or architectural relief could be done about the solid
building wall.
The Chairwoman closed the public hearing.
Supervisor McPeak recommended that the Board, take this
matter under advisement and request staff to meetonce again with
the applicant and concerned parties and the Pacheco Town Council
to look at the neighborhood concerns and what could be done
through landscaping and design changes to address those concerns.
Supervisor Fanden concurred with the comments of Supervisor
McPeak and expressed concerns with traffic and parking.
Supervisor Torlakson requested that the issue of police
services be considered as an additional condition. and be
addressed at the meeting with the applicant, concerned parties
and the Pacheco Town Council.
Supervisor McPeak commented that there is no policy in place
to address this subject.
IT IS BY THE BOARD ORDRED that the decision on the
application for rezoning land ( 2702-RZ) filed by Pacific Rim
Equities, Inc. and the application for development plan 3059-86
in the Pleasant Hill/Pacheco area is DEFERRED to the May 12, 1987
determination calendar; and the Community Development Department
is REQUESTED to meet with the applicant, the Pacheco Town Council
and interested citizens to address the concerns raised by the
neighbors.
