BACKGROUND: On March 10, 1987, the Board of Supervisors requested the County Administrator, Director of Health Services, Assessor and Treasurer-Tax Collector to explore the feasibility of providing property tax or State income tax relief to nursing homes continuing to accept Medi-Cal patients. The purpose of this request was to examine the concept of tax relief as an incentive to nursing homes to continue to take their "fair share" of Medi-Cal patients. Although it is evident that tax relief would provide some incentive to nursing homes to accept Medi-Cal patients, it has been determined that tax relief is not an available option under existing law. Currently, nursing homes do not qualify for tax exemptions as set out in the Revenue and Taxation Code.
