PROPERTY TAX RELIEF FOR NURSING HOMES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Accept report from the County Administrator informing the Board of
Supervisors that under existing law, it is not feasible to provide property
tax relief to nursing homes continuing to accept Medi-Cal patients.
BACKGROUND:
On March 10, 1987, the Board of Supervisors requested the County
Administrator, Director of Health Services, Assessor and Treasurer-Tax
Collector to explore the feasibility of providing property tax or State
income tax relief to nursing homes continuing to accept Medi-Cal patients.
The purpose of this request was to examine the concept of tax relief as an
incentive to nursing homes to continue to take their "fair share" of
Medi-Cal patients.
Although it is evident that tax relief would provide some incentive to
nursing homes to accept Medi-Cal patients, it has been determined that tax
relief is not an available option under existing law. Currently, nursing
homes do not qualify for tax exemptions as set out in the Revenue and
Taxation Code.

IT IS BY THE BOARD ORDERED that the report from the County Administrator on property tax relief for nursing
homes is ACCEPTED; and on recommendation of Supervisor McPeak, the county Administrator is REQUESTED to work
with the County's lobbyist in Sacramento to seek authority to have tax incentives offered to nursing homes who
continue to take medi-cal patients in the form of property tax relief or tax credits. Supervisor Fanden seconded
the motion and moved to incorporate into the motion that the matter of state income tax credits and business
income taxes for state purposes also be pursued. IT IS BY THE BOARD ORDERED that the motions of Supervisor
McPeak and Supervisor Fanden are APPROVED.
