Status Report on Landfill Siting Task Force Activities

Accept report on status of the Landfill Siting Task Force

REASONS FOR RECOMMENDATION/BACKGROUND
At the April 21, 1987 meeting the Board of Supervisors, the Community
Development Director was to report on the status of the activities of
the Landfill Siting Task Force. The following tasks have been done
since the Task Force last reported to the Board:
All members have completed aerial overviews of potential sites
and staff is currently organizing a land reconnaissance of the
sites.
Increased the number of sites under consideration to 13 with the
addition of Sites VI-9A Altamont, VI-8 Sand Quarry and a site
partially located on Concord Naval Weapons Station property known
as "Refuse Canyon - Navy Site" .
Contacted the Naval Weapon Station concerning use of the Refuse
Canyon site. Staff is currently attempting to arrange a meeting
between Task Force members and Navy personnel..
Convened a meeting of the Technical Advisory Committee to
determine what information is known and what is needed with
respect to some potential sites.
Received a presentation on water quality (Subchapter 15)
regulations as they apply to sanitary landfills from Steve
Ritchie of the Regional Water Quality Control Board.
Received a presentation from Delta Diabloanitation District on
the potential sites developed duringAth es.

IT IS BY THE BOARD ORDERED that the status report from the Community Development Director on the activities
of the Landfill Siting Task Force is ACCEPTED: and the Community Development Department is REQUESTED to work
with the Solid Waste Commission in developing a plan for recycling to be implemented as soon as possible
during the interim period before the development of a landfill site, and to convey the Board's concerns with
respect to recycling to the Solid Waste Commission; and the Community Development. Department is REQUESTED to
report to the Board with recommendations on how to proceed with recycling efforts now in terms of curbside
and buyback.

Engaged in a lengthy discussion of the pros and cons of each
potential landfill site.
Received presentation by both the proponents and the opponents of
the two privately proposed landfills currently undergoing the
permit approval process.
- Received a report concerning the proposed Bay Pointe Sanitary
Landfill located on the site known as V-1 in the Central Contra
Costa Sanitary District study.
Agendized (April 28, 1987 meeting) the selection of sites to
receive further consideration and study.
