SUBJECT: Report from the County Administrator on Proposed
Legislation Which Would Divert Property Tax
Revenue From the County to Other Jurisdictions.
Phil Batchelor, County Administrator, made an oral presentation
on proposed legislation which would divert property tax revenue from
the county to cities. He spoke on two bills in particular, SB 407 and
AB 339, which were very detrimental to county government, and
commented on the status of these bills. He listed some of the cities
that would benefit from this legislation, and commented on the fiscal
impact of these bills, and the distribution of the property tax and
sales tax. He commented that some cities indicated that they had
hired a lobbyist to aid in obtaining passage of these bills.
Supervisor McPeak recommended making this information avalable to
the public during the May 12, 1987 hearings on the County fiscal
problems.
Supervisor Torlakson recommended that the County Administrator
forward his report to the cities that would be affected by a loss of
County services if funds are diminished and that the County
Administrator notify groups and organizations which support County
financing urging them to write to the State legislators expressing
opposition to SB 407 and AB 339.
Supervisor Powers commented on the list of cities that would
benefit from the proposed legislation and that the cities that need
help the most are being bypassed.
IT IS BY THE BOARD ORDERED that the report from the County
Administrator on the implications of proposed legislation which would
divert property tax revenue from County to other jurisdictions is
ACCEPTED; and the County Administrator is REQUESTED to forward the
report to the cities in the County who would be impacted -by the loss
of County services and notify the groups and organizations which
support the County financing urging them to write to the State
legislators expressing opposition to AB 339 and SB 407.
