The Board on this date having before it for considera- tion the adoption of the resolution on the first combined amendment of 1987 for the County General Plan as it applies to the West Pittsburg, Alamo and Oakley areas; Michelle Perault, 2979 Rohrer Drive, Lafayette, repre- senting the Sierra Club and the Mt. Diablo Audubon Society, ap- peared before the Board to comment that she was here to exhaust administrative remedies and request that the Oakley General Plan Amendment not be approved at this time as a part of the consolidat- ed General Plan Amendment and that the Board consider an interim emergency ordinance until the new General Plan is approved and suspend all project applications at this time. Supervisor McPeak commented that the Oakley General Plan amendment and any other amendments would be subject to the Growth Management policies that will emerge from the General Plan update and the General Plan Congress. Harvey Bragdon, Director of Community Development, responed that this combining amendment included the Oakley General Plan as directed by the Board, the Board declaring its intent to adopt it with the understanding that the review of any projects would be looked at very carefully and any Growth Management or metering requirements would be taken into consideration. Supervisor Torlakson commented that, although no plan is perfect, the Oakley General Plan is a good plan in his opinion. He requested staff to comment .on the number of maps going through the process and inquired if all of those would come before the Board before they are finally approved. Karl Wandry, Deputy Director of Community Development, commented that there are approximately ten potential projects, that half of them are in process now. He commented on ones that will come to the Board and ones that would not. Supervisor Torlakson requested a report outlining what those ten projects are, how many are going to come to the Board, how many units are involved and which ones would have been able to go ahead if the General Plan had not been before the Board in its changed form; and he also commented that the Board should move forward with the General Plan amendment before it today. Supervisor Powers commented that the plan is a good plan and requested a report detailing the timing of all these projects and what is going to be done about the growth management programs so that it fits within a pattern being developed in the General Plan congress. r • Supervisor McPeak requested that the report include the financing of our portion of the new Westbound Lane on Highway 4 and what that does in terms of units from East County. Supervisor Torlakson moved approval of the consolidated general plan amendment and requested the Community Development Department to prepare a report as outlined by the Board this day. Pittsburg, Alamo, and ) Oakley areas ) The Board of Supervisors of Contra Costa County RESOLVES THAT: PART I - General . Contra Costa County is carrying out a program to systematically review the County General Plan for the purposes of keeping the Plan up to date and achieving consistency with the County's development ordi- nance. California Planning Law provides that each General Plan Element man- dated by the State cannot be amended more than four times in the Calendar Year 1987. The Board has considered the proposals described in Parts II, III ` and IV, below to amend the County General Plan, and at public hearings de- clared its intent and directed staff to prepare this resolution for adoption. The Board therefore declares that adoption actions described below are to con- stitute its first amendment of the Land Use Element and other mandatory ele- ments of the County General Plan in Calendar year 1987. PART II - WEST PITTSBURG AREA. A copy of Resolution No. 58-1986 adopted by the Contra Costa County Planning Commission is on file with this Board in which the Commission sets forth its report on the proposed amendment of the County General Plan for the Pacific National (Dynasty) application as described in the Board's subsequent Resolution No. 87/143. This Board hereby adopts the amendment to the County General Plan for the Pacific National site as specified in the Board Resolution No. 87/143 as part of this first combined amendment to the County General Plan, including both the filed Plan, text and map, prepared by the Community Development. A copy of the Plan map and text reflecting this amendment, on file in the office of the Clerk of the Board, shall be endorsed approved by the Clerk as provided therein. PART III - ALAMO AREA. A copy of Resolution No. 1-1987 (SR) adopted by the San Ramon Valley Regional Planning Commission is on file with this Board in which the Commission sets forth its report on the proposed amendment of the County General Plan for the Alamo Villa and adjacent parcels as de- scribed in the Board's subsequent Resolution No. 87/209. This Board hereby adopts the amendment of the County General Plan for Alamo Villa properties as specified in Board Resolution No. 87/209 as part of this combined amendment to the County General Plan, including both the filed Plan, text and map, prepared by the Community Development Department. The copy of the Plan, map and text reflecting this amendment, on file in the office of the Clerk of the Board, shall be endorsed approved. PART IV - OAKLEY AREA. A copy of Resolution No.l19-1987 (EC) adopted _ by the East County Regional Planning Commission is on file with the Board in which the Commission sets forth its report on the proposed amendment of the County General Plan for the Oakley Area as described in the Board's subsequent Resolution No. 87/213. RESOLUTION NO. 87/248 A� V* RESOLUTION NO. 87/ 248 This Board hereby adopts the amendment to the County General Plan for Oakley Area as specified in Board Resolution No. 87/213 as part of this combined amendment to the County General Plan, including both the filed Plan, text and map, prepared by the Community Development Department. The copy of the Plan, map and text reflecting this amendment, on file in the office of the Clerk of the Board, shall be endorsed approved.
