HomeMy WebLinkAboutMINUTES - 04281987 - 1.92 To: BOARD OF SUPERVISORS FROM: PHIL BATCHELOR, County Administrator Contra Costa DATE: April 14, 1987 County SUBJECT: COLLECTION OF FEES FOR SCHOOL DISTRICTS SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND' JUSTIFICATION RECOMMENDATION Acknowledge report from the County Administrator advising of theBuilding Inspection Departments' efforts -and proposed .:procedures on" collecting development fees on residential,­ c ,mmercial or industrial construction for school districts ' assessments. FINANCIAL IMPACT . School districts will pay a $20:00 fee per application -to the Building Inspection Department. .This will help offset some of the costs to install a new fee computation program and the collection of development fees on residential, commercial or- industrial ..construction for school districts ' assessments. BACKGROUND After January 1, 1987 , Section 53080 and. Chapter 4:9. of the Government Code authorized school districts to be able to : impose fees . on residential and commercial or industrial development for school construction up. .to $1 . 50 per square foot for residential construction .and $. 25 . cents. per square foot for commercial or industri"al construction. To satisfy the. enforcement provisions on these law.s. �the County cannot issue a building permit until the Building Inspector receives certification from the appropriate school district that "any development. ' fees 'imposed by a school district has . been paid by the applicant and that, therefore, the building permit can be issued. In order for the Building .Inspectldh Department:to continue . collecting fees as requested by. the school districts, a new fee computation .program for the automated permit process must" be written. . . County staff is now in the midst of writing this new program. " Once it is completed and implemented, Building Inspection will be. able to .provide the .service . that the school districts are requesting. Until that time the procedure as discussed with Phillip White, Superintendent of. . the ' Liberty. Union High School " District, 7will have the schools collect the development . f.ees'. Evidence of payment will be provided by the schools to Building -Inspection prior to permit issuance.
